Notice of Funds Available: Targeted Rubberized Asphalt Concrete Incentive (TRI) Grant Program (FY 2007/08)

The fiscal year 2007/08 application period is now closed.

The California Integrated Waste Management Board (CIWMB) administers tire grant programs to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. The Targeted Rubberized Asphalt Concrete Incentive (TRI) Grant Program provides assistance to local governments to fund rubberized asphalt concrete (RAC) projects.

Applicant Eligibility

Cities, counties, and qualifying Indian tribes that fund public works projects located in California are eligible to apply for this grant program.

Project Eligibility

• Eligible projects must use a minimum of 3,500 tons of RAC within the jurisdiction.
• The RAC material must meet American Society for Testing and Materials (ASTM) D 6114-97 "Standard Specification for Asphalt-Rubber Binder."
• RAC must contain crumb rubber derived from 100 percent California waste tires.

Funding

The funding of project(s) is based on the amount of RAC material used, the differential cost of using RAC in lieu of conventional asphalt concrete, and testing costs.

• Maximum available per grant:
  • $150,000 for southern jurisdictions
  • $175,000 for northern jurisdictions
  • $225,000 for rural jurisdictions (statewide)
• Cooperative Projects
  If three or more jurisdictions purchase RAC under a cooperative purchase agreement, then each participating jurisdiction will be eligible to receive a 10 percent increase in its grant award above the applicable limit. For example, if a rural jurisdiction applicant requests the maximum grant available for a rural applicant ($225,000) and is part of a cooperative purchase agreement, the applicant could qualify to receive an additional 10 percent for a total grant award of $247,500.

Grant Term

As much as 2 1/2 years depending upon application submittal date. Grant term is from Notice to Proceed date through April 2, 2010.

Application Deadline and Submittal

Applications will be accepted on a continuous basis and awarded on a monthly basis. Faxed or e-mailed applications will not be accepted.

Applications sent by U.S. Postal Service or a commercial delivery service should be sent by a means that permits tracking by the sender and that provides an addressed and dated receipt. Failure to do so is at the risk of the applicant, and if delivery is delayed or the application is lost by the Post Office or delivery service, the burden is on the applicant to demonstrate timely mailing or delivery of the application.
