The waste tire manifest system/program applies to all persons, businesses, nonprofits, or government agencies that generate, transport, or receive used/waste tires. Program Participants. Information regarding program participation for generators, haulers, and end-use facilities. Participation types and roles are defined to assist in helping you determine your program involvement and requirements. This is a good starting point for new participants and haulers to get orientated with the program.
Search Registered Haulers. Search for a registered waste tire haulers in your area. Any person that transports 10 or more waste tires at any given time on a public road is required to be registered with the CIWMB. Participants within the Waste Tire Manifest Program must be or utilize the services of a registered hauler(s).
Tire Program ID (TPID). All participants need a TPID in order to complete the required forms. A description of this CIWMB issued number is discussed along with information on how to obtain one. Search for assigned TPID numbers.
Required Form. An overview and general instructions are provided for the comprehensive trip log (CTL) form (CIWMB 203).The forms associated with the Waste Tire Manifest Program and issued by the CIWMB are free of charge and may be ordered on line, or by e-mail, fax, phone, or mail.
Electronic Data Transfer. Two pilot projects allow authorized haulers to submit tire manifest information electronically to the CIWMB, allowing program participants to more easily meet their statutory reporting requirements while reducing the state’s costs for form printing and processing.
Training and Assistance. Information, resources, and links to assist you in complying with the Waste Tire Manifest System program requirements. The CIWMB has prepared a detailed guidance manual and training materials for participants in this program. The manual is downloadable or can be ordered by mail and provides detailed instructions on how to complete the required forms.
Enforcement. CIWMB tire enforcement staff, the California Highway Patrol (CHP), and local enforcement grantees inspect and investigate waste and used tire generators, end use facilities, and haulers that pose a threat to the public health, safety, or the environment. In addition, CIWMB enforcement staff and local enforcement grantees are responsible for initial educational visits regarding comprehensive trip log violations. The CHP also provides statewide aerial surveillance of tire piles. Staff may initiate enforcement actions if violations are found.
