Five-Year Plan for the Waste Tire Recycling Management Program

Biennial Revision Process: 2003 Plan

The Board was required to adopt a five-year plan establishing goals and priorities for the waste tire program. The plan is to be revised and resubmitted to the State Legislature every two years. The original plan (covering fiscal years 2001/2002 to 2005/2006) was submitted in September 2001. The revised 2003 plan (covering fiscal years 2003/2004 to 2007/2008) was adopted and submitted to the Legislature in June 2003.

The following public meetings were held to get input for updating the plan.

May 13-14. The revised five-year plan was adopted at the May 13-14, 2003 CIWMB Board Meeting. The revisions to the five-year plan are presented in two formats:

April 8. The revised five-year plan (Adobe PDF, 465 KB | MS Word, 2 MB) was discussed at the Special Waste and Market Development Committee meeting on April 8, 2003. (Note: The Committee had tentatively scheduled an additional public workshop on April 1, 2003 to continue any remaining issues from the March 24 workshop. That workshop was canceled.)

March 24. The Special Waste and Market Development Committee conducted a public workshop on March 24, 2003 to continue the discussion to revise the Five-Year Plan. See public notice and agenda. During the workshop, the Committee discussed budget revisions to the Five-Year Plan (Excel, 55 KB).

March 7. The Committee conducted a public workshop to further discuss the revisions to the Five-Year Plan.

During the workshop, the Committee discussed proposed budget revisions to the Five-Year Plan (Excel, 55 KB).

January 30. The Committee conducted a public workshop to discuss the revisions to the Five-Year Plan. At the workshop, staff presented proposed revisions to the Five-Year Plan and baseline data for the performance measures.

October 2002. The Committee conducted three public workshops in October 2002 to provide interested parties the opportunity to comment on the Five-Year Plan for the Waste Tire Recycling Management Program: Fiscal Years 2001/02-2005/06 (Five-Year Plan). A summary of comments received at the workshops (MS Word, 47 KB) was presented to the Committee and Board in November 2002.
