California is faced with the significant challenge of diverting or safely managing more than 40.2 million reusable and waste tires generated each year. California has an estimated 1.5 million waste tires that have been illegally dumped or stockpiled. These stockpiles pose a potential threat to public health, safety, and the environment.

The California Integrated Waste Management Board (CIWMB) is mandated to regulate and manage waste tires within the state. The Legislature recognized the need for waste tire management and passed the California Tire Recycling Act in 1989. To further strengthen waste tire management, the Legislature passed Senate Bill (SB) 876 in 2000 to augment the California Tire Recycling Act.
