California Integrated Waste Management Board

Introduction

Waste assessments were conducted at six pilot school districts. Each waste assessment consisted of interviews and site visits at the district facilities. Interviews were conducted with superintendents, chief business officials and managers from each school district department (business services, transportation, purchasing, food services, etc.). Site visits to the district facilities included; food preparation areas, cafeterias, food and supply warehouses, maintenance and custodial service areas, transportation facilities, print shops and administrative areas. Waste assessment reports were prepared for each pilot school district to:

Explain the purpose of the waste assessment.

Describe the waste assessment methodology.

Document the existing waste management system.

Provide estimated waste characterization data.

Identify opportunities for waste reduction.

Recommend the adoption of district-wide waste reduction policies and operating procedures.

Recommend implementation of an initial set of waste reduction strategies.

Describe other opportunities for implementation as time and resources permit.

Provide contact information regarding local and state resources.

Six Pilot School Districts

Long Beach Unified School District (LBUSD) is located in the City of Long Beach within Los Angeles County, California and consists of 62 elementary schools, 16 middle schools and 9 high schools. In addition, the District operates 12 child development centers and has 15 facilities for central services. Over 89,000 students are served by the LBUSD’s 7,956 certificated and classified staff. In addition to the school facilities, the district operations include operations and maintenance, food services, transportation, procurement, and facilities. Visalia Unified School District (VUSD) is located in the City of Visalia in Tulare County, California and consists of 22 elementary schools, a newcomer language school, four middle schools, four high schools, one adult school, and a school that serves orthopedically handicapped students. The VUSD’s 2,000 certificated and classified staff serve approximately 24,000 kindergarten through 12th grade students and 10,000 adult school students. In addition to the school facilities, the district operations include one administration office, an operations office, one custodial grounds building and a centralized food service facility. Placer Union High School District (PUHSD) is located in Placer County, California serves the cities of Auburn and Loomis and the unincorporated county, and consists of three high schools, a continuing education/alternative school and one small adolescent day treatment center. The PUHSD’s 402 certificated and classified staff serve approximately 4,687 high school students. In addition to the school facilities, the school district operations include an administrative office and three centralized food service facilities. The food services department also offers catering within the communities it serves. Transportation services for the PUHSD are contracted out through a Joint Powers Authority. Over the next three years, PUHSD plans on developing approximately 154,000 square feet of new construction and 50,000 square feet of modernization /remodeling. Ravenswood City Elementary School District (RCESD) is located in the City of East Palo within San Mateo County, California and is the largest employer in the City. Approximately 550 certificated and classified staff serve the district’s 12 elementary schools and 5,400 students. In addition to the school sites, the school district operations include food service, administrative, operation and maintenance, and transportation facilities. Barstow Unified School District (BUSD) is located in the City of Barstow within San Bernardino County in California and consists of eight elementary schools, two middle schools, one high school, and one continuation school. Over 6,400 Kindergarten through twelfth grade students are served by the BUSD's 371 certificated and 317 classified staff. In addition to the school facilities, the district operations include the administrative office, central food service operation, central purchasing and warehouse, printing service, as well as operations and maintenance facilities. Santee School District (SSD) is located in the City of Santee within San Diego County, California and consists of nine K-8 schools and one K-6 school. The over 8,000 Kindergarten through 8th grade are served by the SSD’s 442 certificated and 440 classified staff. In addition to the school facilities, the district operations include administrative office, food service, transportation and operation and maintenance facilities.
