On August 19, 2008, the Board directed staff to formally notice the proposed regulations for a 45-day public comment period. A 45-day public comment period on proposed text ran from September 12 through October 27, 2008. Board staff held a public hearing on October 29, 2008 to receive additional comments on the proposed text.
