Reuse Assistance Grants Program

Fiscal Year 2007/2008 Grant Recipients

The Board approved the scoring criteria and evaluation process for the Reuse Assistance Grants program for fiscal year 2007/2008 in agenda item 9 at its November 15, 2006 meeting and approved staff's recommendations for the following six recipients in agenda item #22 at its July 17, 2007 meeting. Nine applications were submitted during the open application period, January 26, 2007 through March 23, 2007.

The following jurisdictions received grants to promote the concept of reuse.

City and County of San Francisco ($49,900.00)

Description of project:
The City and County of San Francisco, in partnership with Goodwill Industries, San Francisco Connect and StreetTech, will establish a sustainable system to divert large volumes of high quality business computers from recycling to reuse. Extensive outreach will be conducted to 500 businesses targeting computer reuse and enabling these businesses to easily donate their used computers. Donated computers will be refurbished as part of Goodwill and Street Tech’s vocational training programs. Refurbished computers will be made available to low-income residents to increase their access to and use of technology.

El Dorado County ($49,900.00)

Description of project:
El Dorado County’s Environmental Management Department, in partnership with Snowline Hospice’s Placerville Thrift Store (Snowline), will expand Snowlines current reuse efforts by using grant funds to hire an additional driver, purchase an additional truck and support an outreach campaign. This will 1) increase the number of residential pick-ups; 2) increase the rate at which residential pick-ups are made; and 3) support a county wide outreach campaign through various media efforts, such as a local newspaper and fairs and shows regarding these new reuse opportunities.

City of Fresno ($33,600.00)

Description of project:
The City of Fresno is in the process of developing a state-of-the-art reuse facility on the same parcel that their new permanent Household Hazardous Waste (HHW) Facility is located. Grant funds will be used to purchase large storage containers, a platform scale, forklift and pay for staff time. E-waste, household hazardous waste, construction and demolition materials, and other various materials will be diverted from disposal and the HHW drop off site so that it can be resold at the reuse facility. The City of Fresno, in partnership with Sunset Waste Paper, Inc. will target local businesses about reuse and opportunities that the reuse facility provides as well as provide tours for area schools.

Marin County ($50,000.00)

Description of project:
Marin County currently requires all construction projects to demonstrate that at least 50 percent of their construction and demolition (C&D) materials are reused or recycled. While the counties C&D Reuse and Recycling Ordinance (2003) program has been effective in raising awareness of C&D reuse and recycling, the majority of compliance is met through diversion of C&D materials delivered to the local waste materials recovery facility, Marin Resource Recovery Center, where primarily wood waste materials are diverted for alternative daily cover and biomass fuel. Reusable construction materials are not sorted for resale at this facility or anywhere within the County.

In order to target C&D materials for their best and highest use Marin County’s Community Development Agency will target the expansion of their C&D ordinance and green building program through three objectives: 1) establish an economically viable Marin County based deconstruction business to provide services to contractors, businesses and homeowners; 2) establish a C&D materials reuse facility in the County; and 3) conduct reuse education and training programs for local building industry and provide policy implementation assistance to local cities and towns regarding C&D reuse.

City of Santa Maria ($50,000.00)

Description of project:
The City of Santa Maria, in partnership with Textile Waste Solutions, Inc, will expand current efforts of post consumer textile reuse in northern Santa Barbara County. Currently, textile items that are not sold by local thrift stores but are still useable will be targeted during the course of this grant project.  Since there are no markets in the United States for these types of textiles they will be shipped to markets where large percentages of the population are needy. Grant funds will be used to expand the collection and marketing of textiles, shipping costs, and enhance outreach efforts to thrift stores and large retail outlets by targeting their reusable yet non-sellable products. Outreach will be devoted to improve the flow of textiles within the County.

Sonoma County Waste Management Authority ($16,600.00)

Description of project:
Sonoma County Waste Management Authority will conduct an outreach campaign to increase reuse of building materials throughout the County. This campaign will incorporate various outreach mediums to target 185 local companies that will target construction professionals, the general public, professional building associations, chambers of commerce, school programs for building professionals and home improvement stores.
