El Dorado County Environmental
Management, in partnership with El Dorado County Habitat for Humanity,
is implementing a material acquisition unit for purpose of collection of
reusable construction and demolition (C&D) materials from construction projects throughout the County.
Reusable materials are sold at the ReStore in Placerville.
Introduction
El Dorado County Environmental Management Department (EMD) was awarded a
Reuse Assistance Grant from the Department of Conservation for the
purpose of implementing a Materials Acquisition unit within El Dorado
County Habitat for Humanity. The grant is being implemented in
cooperation with El Dorado County Habitat for Humanity, Inc. (Habitat).
Specifically, grant and matching funds are being expended for the
purpose of collecting reusable construction and demolition (C&D)
materials from construction projects throughout El Dorado County with
special interest in the area of El Dorado Hills in Western El Dorado
County.
This progress report covers the period February 1, 2005 through August
31, 2005, and is organized in the manner specified in the CIWMB's
Reuse Assistance Grant Administrative Procedures and Requirements.
The percentage of task completion, when applicable, is based on dollars
spent.
The steps required to accomplish their project are as follows:
Task 1: Place Two Help Wanted Ads with Local Newspaper for
Material Coordinator and Material Acquisition Driver.
The objective for this task is to advertise for a Material
Coordinator and Material Acquisition Driver for increased public
relations activities and material transportation activities. An ad was
placed in the Mountain Democrat and LIFE Newspapers for a
Materials Coordinator and started running on June 9, 2005. This ad was
paid for through Habitat and is applied to the matching funds. This task
is 50 percent complete.
Task 2: Interview and Hire for Material Coordinator and Acquisition Driver
Positions (Value of Volunteer Hourly Rate = $10).
Interviews were conducted for a Material Coordinator and an offer was made.
Unfortunately, the individual who was offered the Material Coordinator position
was unable to fulfill the terms of employment due to an unexpected death in his
family. A second advertisement for this position is currently being run.
An extremely energetic Material Acquisition Driver, Parrish Ellison, was
hired and began work on June 11, 2005.
This task is 50 percent complete.
Task 3.1: Material Coordination Salary — Grant (98 Weeks at 75
Percent).
As mentioned in Task 2, the position is currently not filled. The position
is being offered at $10 per hour. This task is 0 percent complete and will be
ongoing through the grant term.
Task 3.2: Material Coordinator Salary — Match (98 Weeks at 25
Percent).
Per an e-mail dated August 12, 2005, once grant reimbursement funds are
expended for Material Coordinator salary 100 percent of the salary will be shown
as matching funds. This task is 0 percent complete and will be ongoing through
the grant term.
Task 4.1: Material Acquisition Driver — Grant (98 Weeks at 75
Percent).
Parrish Ellison is the very competent acquisition driver who was hired at a
rate of $9.00 per hour. Parrish has been busy with vehicle maintenance, learning
Habitat's procedures, and developing driving schedules. This task is 12 percent
complete and will be ongoing through the grant term.
Task 4.2: Material Acquisition Driver — Match (98 Weeks at 25
Percent).
Per an e-mail dated August 12, 2005, once grant reimbursement funds are
expended for the Material Acquisition Driver salary, 100 percent of the salary
will be shown as matching funds. This task is 0 percent complete and will be
ongoing through the grant term.
Task 5.1: Mileage Traveled by Material Acquisition Driver—Grant.
Habitat already had a two-ton flatbed truck available for the Material
Acquisition Driver to use. After becoming familiar with Habitat's procedures
and schedules, trips to pick up materials have begun. This task is one
percent complete and will be ongoing through the grant term.

Task 5.2: Mileage Traveled by Material Acquisition Driver — Match.
Per an e-mail dated August 12, 2005, once grant reimbursement funds are
expended for mileage, 100 percent of the mileage dollars will be shown as
matching funds. This task is 0 percent complete and will be ongoing through the
grant term.
Task 7: Newspaper Advertisement in El Dorado County Home and Garden Show
Insert (1/4 Page, 3 Column x 10.6 = 31.5 Column Inches).
The El Dorado County Home and Garden Show in an annual event that occurs in
April. When the time comes to advertise for this event, an ad will be placed in
the newspaper. This task is 0 percent complete.
Task 8: Miscellaneous Newspaper Advertisements in Local Newspapers (3
Columns x 6" = 18 Column Inch x $11.05).
Newspaper advertising will be used to promote awareness of Habitat's ReStore
and new materials acquisition program to inform builders, businesses, and the
community of the availability of reusable materials coming into the ReStore
through C&D recycling. This task is 0 percent complete.
Task 9: Builder's Exchange Membership — 2 Years at $398 Per Year and
$75 Processing Fee.
Habitat was able to successfully send in an application and is anxiously
waiting to receive their membership to the Builder's Exchange. This membership
will help Habitat reach its goal of increased public relations and awareness of
their new material acquisition program with builders and businesses through a
series of advertisements in the Builder's Exchange newsletter. Once the invoice
has been paid, we will seek reimbursement in an upcoming progress report. This
task is 0 percent complete.
Task 10.1: Advertise in El Dorado Building Exchange Bulletin and
E-Bulletin — Grant.
A membership into the Builder's Exchange will allow Habitat to advertise in
the El Dorado County Builder's Exchange newsletter which is distributed to
approximately 300 El Dorado County Builder's Exchange members on a weekly basis.
This kind of exposure is necessary to increase awareness of the new material
acquisition program and promote public relations. This task is 0 percent
complete.
Task 10.2: Advertise in El Dorado Building Exchange Bulletin and
E-Bulletin — Match.
Advertising in the second year will be obtained through matching funds.
Task 11: Cost to Reprint Existing ReStore Brochures — Match.
Reprinting the ReStore brochures will allow Habitat to include the material
acquisition project which will increase awareness of their reusable C&D material
pick-up program and sales to businesses, builders, and the community. This task
is 0 percent complete.
Task 12: Grant Administration Hours.
For this progress report, grant administration dollars for EMD were expended
for the purpose of going over grant requirements with Marilyn Orrick and for
grant administration.
Work to be Completed September 1, 2005 Through November 30, 2005
Newspaper advertising and interviewing is already underway for a new
Material Coordinator and Material Acquisition Driver. This has become necessary
due to unforeseen and extenuating circumstances that have led to these two
positions becoming vacant. This is discussed in the "Special Problems" section
of this report. Habitat is confident that it will be able to fill both positions
in a timely manner.
Newspaper advertising and advertising in the Builder's Exchange
newsletter will be used to promote awareness of Habitat's ReStore and new
materials acquisition program to inform builders, businesses, and the
community of the availability of reusable materials coming into ReStore
through C&D recycling. Approval will be obtained from the CIWMB grant
manager prior to publication of any announcements. Habitat will begin to
review and revise its existing ReStore brochure.
Special Situations/Problems Encountered
The individual offered the Material Coordinator position was unable to
fulfill the terms of employment due to an unexpected death in his family.
The Material Acquisition Driver, Parrish Ellison, recently resigned to go
back and further his education.
County policy requires a contract to be made between Habitat for Humanity
and El Dorado County. The adoption of this contract was completed in early
June 2005. EMD and Habitat are confident that all tasks will be completed
prior to the end of the grant term.
As reported in the County's previous Reuse Assistance Grant, Habitat will
continue to provide the CIWMB with the ReStore waste diversion figures.
