Project Description
The City of Santa Barbara used their grant funds to conduct a Reuse
Campaign to promote and increase reuse in the Santa Barbara community. The
Campaign targeted the entire community to receive education about reuse as a
waste diversion method. Grant funding established public information
to bring the community together around the concept of reuse. By educating
the community about the wide array of local reuse programs, from food to
computers to sporting goods, the number of people contributing to and
benefiting from those programs increased.
The steps required to accomplish their project are as follows:
Task 1: Reuse Campaign — Conduct Planning Meetings.
Four planning meetings have been held with the City of Santa Barbara Solid
Waste Specialist and the Art From Scrap Director to review the scope of the
project and plan its implementation.
Additional planning meetings will be held as they move through the various
aspects of the project. Task 1 is 80 percent complete.
Task 2.1: Reuse Logo Meeting with Graphic Designer Regarding "Logo"
Concept.
The Reuse logo has been designed and approved by the CIWMB and is being used
in the City of Santa Barbara reuse Web page, the reuse ads, the Art From
Scrap ads, the Art From Scrap brochure, and will be used in the Reuse video, PSAs and in other venues over time as appropriate. Tasks 2.1-2.5 are 100
percent complete.
Task 2.2: Develop Reuse Logo.
The Reuse logo has been designed and approved by the CIWMB and is being used
in the City of Santa Barbara reuse Web pate, the reuse ads, the Art From
Scrap ads, the Art From Scrap brochure, and will be used in the Reuse video,

Task 3.1: Local Reuse Organizations Research Businesses and
Organizations.
The Art From Scrap Director and AFS staff have identified local reuse
businesses and information about the businesses is included in the City's
reuse Web site. Tasks 3.1-3.3 are 100 percent complete.
Task 3.2: Local Reuse Organizations Develop Information Gathering Form.

Task 3.3: Local Reuse Organizations Contact Organizations and Gather
Information.

Task 4 (Subtasks 4.1-4.6): Reuse Ads.
All meetings and processes have been completed in the design and
finalization of three Reuse Campaign ads to be used throughout the campaign. The ads
have been approved by the CIWMB. Tasks 4.1-4.6 are 100 percent complete.
Tasks 4.7:
Ad placement in the Independent is complete for funning the three
Reuse ads for the first time. Task 4.7 is 100 percent complete.
Tasks 4.8-4.9:
Additional ad placement will take place in January through February 2005 and
March through April 2005. Tasks 4.8-4.9 have not yet been started.
Task 4.10:
The three Reuse ads ran in the Independent for the first time. Task 4.10 is
100 percent complete.
Tasks 4.11-4.12:
The Reuse ads will run an additional two times. Tasks 4.11-4.12 have not yet
been started.
Task 5.1-5.7: Art From Scrap Ads.
All three Art From Scrap ads have been completed, approved by the CIWMB, and
ad placement in the Independent is complete for running the three ads for
the first time. Tasks 5.1-5.7 are 100 percent complete.
Tasks 5.8-5.9:
Additional ad placement will take place in January through February 2005 and
March through April 2005. Tasks 5.8-5.9 have not yet been started.
Task 5.10:
The three Art From Scrap ads ran in the Independent for the first time. Task
5.10 is 100 percent complete.
Tasks 5.11-5.12:
The Art From Scrap ads will run an additional two times. Tasks 5.11-5.12
have not yet been started.
Task 6.1: City TV Reuse Video.
City TV conducted all planning meetings for the video project. Task 6.1 is
100 percent complete.
Task 6.2: City TV Reuse Video.
The video script is in process and half is to be completed by the end of
2004. Task 6.2 is 50 percent complete.
Supplies expense for video: Videotape supplies have been purchased for
the video. 50 percent complete.
Task 6.3: City TV Reuse Video.
The audio voice over and narration for the video has not begun. It will be
done after the video script is finalized and the video footage is complete.
Task 6.3 has not yet been started.
Task 6.4: City TV Reuse Video.
The video production is almost completed. It will be finalized when the
script is finished—projected for January 31, 2005. Task 6.4 is 50 percent
complete.
Tasks 6.5-6.8: City TV Reuse Video.
The video mastering, editing, graphics and effects have not been started.
They will be completed after the script is finalized, with a projected
completion date of February 5, 2005. The video will begin to be aired in
April through May 2005. Tasks 6.5-6.8 have not yet been started.
Task 7 (All Subtasks): Art From Scrap PSAs.
Work on the PSAs is scheduled to begin in December 2004. Task 7 has not yet been started.
Task 8 (All Subtasks): Santa Barbara Reuse Web Page.
Tasks 8.1-8.2:
The City of Santa Barbara Reuse Web page is complete and active at
www.sbrecycles.com.
Tasks 8.1-8.2 are 100 percent complete.
Tasks 8.3-8.5:
The Reuse Web page is being promoted through the Reuse ads. An additional ad
will run in April 2005 directing people to the City Reuse Web page. Tasks
8.3-8.5 have not yet been started.
Task 8.6:
Maintenance of the City Web page is ongoing by City of Santa Barbara staff.
Task 9 (All Subtasks): Art From Scrap Brochure.
The Art From Scrap brochure has been completed, approved by the CIWMB and
printed. The City had trouble finding an appropriate cover stock paper that
was 30 percent post consumer. The City was able to find a paper that is 50
percent recycled, 15 percent post consumer, elemental chlorine-free, and
acid free manufacturing process that was independently audited for
environmental compliance, which they used for the brochure. Task 9 is 100
percent complete.
Task 10: Distribute AFS Brochures Through City of Santa Barbara Utility
Bills.
The City was unable to distribute through the utility bills due to a change
in policy. The AFS brochures are being distributed at the AFS store, at
local community events, and at the Community Environmental Council. It will
continue to be distributed through a variety of other venues as appropriate
over time. Since fewer AFS brochures were printed due to the change in the
City's policy, the balance of those funds will be used to print the Reuse
Santa Barbara identifying signage for reuse businesses (see Task 11). Task
10 is ongoing.
Task 11 (All Subtasks): Business Reuse Information Packet Planning.
Instead of distributing a Business Reuse Information Packet to reuse
businesses, an identifying sign with the Reuse log and the City Reuse Web
site will be prepared and distributed to reuse businesses. The information
contained in the Web site is more extensive than anticipated and wild be
hard to present in a packet form. The Reuse identification signage for
businesses is a more efficient way to promote the information contained in
the Web site. Task 11 has not yet been started.
Tasks 12.1-12.7. AFS Reuse Education Planning and Development Meetings.
The Art From Scrap reuse display is complete and is in use. The reuse
materials are complete and are being distributed to teachers on an ongoing
basis. Tasks 12.1-12.7 are 100 percent complete.
Task 12.2: Purchase Additional Display Items for AFS Reuse Education
Program.

Task 12.3: Create New Displays.

Task 12.5: Research and Review Education Curricula.

Task 12.6: Duplicate Reuse Curriculum and Compile for Teacher Packets.

Task 12.7: Conduct AFS Reuse Education Program to Students.

Tasks 13.1-13.11: Conduct Training Meetings for Staff to
Implement Business Donation Solicitation Process.
All aspects of identifying, contacting, interviewing, developing
relationships, and implementing the pick-up of materials have been
completed. Maintenance of the database and pick-ups of donated material will
continue on an ongoing basis. Tasks 13.1-13.11 are 100 percent complete.
Task 14 (All Subtasks): Reuse Open House — Planning Sessions.
The Reuse Open House is scheduled to be held in April 2005, in conjunction
with Santa Barbara Earth Day. Planning will begin in December 2004. Task 14 has not yet been started.
Task 15: Track Tasks for AFS and Report to City.
AFS Program Director has reported the progress on AFS tasks to the City of
Santa Barbara for inclusion in three progress reports. Financial
information and staff hours have also been compiled and submitted. Task 15
is 75 percent complete.
Tasks 15.1-15.3: Track Compilation of Tasks and Submit Progress Reports and
Invoices to CIWMB.
The City of Santa Barbara has completed progress reports and invoices for the
CIWMB for the first three reporting periods. Task 15.1 is
100 percent complete.
Task 15.4:
The final report and invoice will be submitted at the end of the grant
period. Task 15.4 has not yet been started.
