Reuse Assistance Grant Progress Report

Nevada County's Reuse Assistance Grant Project
(Part 3: June 1, 2004 to November 30, 2004)

Project Description

Nevada County designed and planned a building materials reuse and C&D Collection facility at the McCourtney Road Transfer Station to benefit contractors, businesses, and residents (in avoiding disposal costs); businesses, residents, schools, artists, and nonprofits (in providing a cost-effective resource for materials); and the County (in increasing diversion, reducing disposal, and providing a high-benefit, low-cost, and long-term program).

Progress Background

The County continues to move forward on the development of the Reuse and C&D collection facilities. The following highlights the current report period progress:

  • Recycling Team staff conducted follow up surveys of large-scale contractors in order to gauge that the largest waste generators would utilize both the reuse and C&D facilities. Survey results were positive and supportive.
  • County staff continues to work with Habitat for Humanity (Habitat) for operational services of the Reuse Facility. The County has elected to work out several key issues before proceeding with a contract with Habitat for operational services. As a required prerequisite Habitat was to submit a detailed business plan to the County before the formal development of a sole source contract. Habitat submitted a draft plan, which highlighted several fundamental differences between the County's mission and that of Habitat. The County is working with Habitat to alleviate fundamental differences in philosophy for the Reuse Facility.
  • County staff has met with The Reuse People of Alameda (TRP), an nonprofit and licenses demolition contractor, to discuss possible alternatives to having Habitat be the sole operator of the Reuse Facility. The Reuse People already partner with Habitat in several other jurisdictions and it is possible that a partnership between Habitat and the Reuse People can be established in Nevada County, as well.
  • In addition to creating a partnership between Habitat and the Reuse People, the County is discussing the possibility of bringing TRP on as contractors to provide additional services to area residents. TRP conducts workshops that would certify participating contractors in deconstruction and building materials salvage. With certified area contractors residents could save money on the cost of a remodel or complete demolition job through a charitable contribution receipt for materials donated to the Reuse Facility. At the same time, valuable building materials would be diverted from the waste stream. Unlike Habitat, TRP provides deconstruction services as part of being a licensed demolition contractor. Nevada County has discussed the possibility of having a TRP crew available to offer local deconstruction services in addition to the above-mentioned training. The County plans to continue to develop a strong relationship with TRP in order to provide area residents and contractors the most effective and efficient services available.
  • County staff is working on the development of a personal services contract with Urban Ore Design Associates. Urban Ore will provide consulting services as well as design drawings and schematics for the development of the reuse and C&D facilities. An initial meeting occurred on November 23, 2004, with a local site visit by Urban Ore Associates scheduled for January 2005. Urban Ore will complete their assessment, providing the County with a narrative and design concepts approximately eight weeks after the January 2005 meeting. The documents provided by Urban Ore will be used as the basis for the bid specifications prepared by County Engineering Staff.
  • The Solid Waste Manager is negotiating a contract amendment with NorCal Waste Systems to have Yuba Sutter Disposal Inc. process single-streamed C&D materials for recycling. The adjacent C&D Collection Facility will allow the County to offer an integrated facility for C&D materials. At this time, there is little infrastructure in place to capture any of the County's 27 percent C&D material currently being landfilled.

The steps being taken to accomplish their project are as follows:

The Nevada County Department of Transportation and Sanitation (DOTS) intends to go out to bid for Tasks 1-3. A general contractor will be hired to construct the facility and complete all tasks as outlined within this report and as specified by the County. The timeline for the building construction is as follows:

Task 1: Preliminary Engineering, Including Field Surveys, Preparation of Plans and Specifications, the Identification of Utilities and Design Alternatives.

Task 1: Preliminary Site Work and Grading
Task 1 includes site grading, preparation of building pad, gravel, and purchase of miscellaneous materials for building construction. The County anticipates awarding the contract and starting construction on Task 1 in December 2005. DOTS engineering staff will prepare working drawings and contract documents based on schematics prepared by Urban Ore Design Associates. The County will advertise for bids beginning in October 2005, with the award of contract scheduled for mid December 2005.

Task 1.1: Field Survey.
Nevada County engineering staff continues to conduct field surveys as they relate to the placement of both the reuse and C&D collection facilities and overall master expansion plan for the transfer station. As deemed in preliminary research, the new reuse and C&D facilities will be located separate from the main flow of traffic at the Transfer Station. Staff would like the Reuse Facility, as well as the C&D Collection Facility, to offer contractors a different and more efficient experience ultimately saving them time and money thus providing an incentive to use both facilities rather than continue in the regular flow of traffic. A planning meeting with Urban Ore Design Associates and County staff is scheduled to occur in January 2005. At that time Urban Ore will visit the site, observe current traffic patterns, and make recommendations for the development of the facilities. County staff is eagerly waiting recommendations of Urban Ore in the planning of these two facilities. Task 1.1 is ten percent complete.

Task 1.1: Site Grading.
Task 1.1 has not yet been started.

Task 1.2: Plans and Specifications.
Nevada County is contracting with Urban Ore to design the Reuse Facility and adjacent C&D collection area. Urban Ore architects will provide the overall design of the Reuse Area, currently a 5,000 square foot metal building with a 30,000 square foot outside storage area as well as the adjacent C&D area. Design plans will include all building attributes such as office space, restrooms, Americans with Disability Act compliance measures, traffic patterns, etc. Plans from Urban Ore will be turned over to County Engineering Staff who will develop contract drawings with all applicable codes and requirements. The County is working on the preparation of a Personal Services Contract in order to hire Urban Ore Design Associates to provide consultation services, plans and specifications. Once the Declaration form has been approved by CIWMB, the County plans to have Urban Ore meet with County Engineering Staff, as well as visit the transfer station site to begin work on the plans and specifications of the Reuse and C&D area. Task 1.2 is ten percent complete.

Task 1.4: Purchase of Miscellaneous Materials.

Task 2: Installation of Utilities.
Task 2 is the installation of utilities. DOTS Engineering Staff, in its preliminary site work, will identify the location of utilities once the site plan and building specifications have been finalized. Tasks 2.1-2.3 identified utilities to be installed by awarded contractor. DOTS Engineering Staff will prepare working drawings, specifications, and bid packages once Urban Ore completes schematic drawings. It is anticipated staff will advertise for bids in October 2005, with the award of contract scheduled for December 2005. Construction is scheduled to begin December 2005.

Task 2.1: Power and Phone.
Task 2.1 has not yet been started.

Task 2.2: Water.
Task 2.2 has not yet been started.

Task 2.3: Sewer.
Task 2.3 has not yet been started.

Task 3: Foundation Installation and Building Construction.
Task 3 is building construction. The County anticipates the construction of a 5,000 square foot metal building equipped with office space, restrooms, and open floor area to display items for resale. Construction will also include a 30,000 square foot paved or graveled outside yard for items not affected by inclement weather conditions. DOTS Engineering Staff will prepare working drawings for the contract package based on schematics prepared by Urban Ore Design Associates. It is anticipated DOTS Staff will advertise for bid in October of 2005, with the award of contract scheduled for December 2005. Construction is scheduled to begin in December 2005 and to be completed by June 15, 2006, with the Facility scheduled to open immediately upon construction completion. Task 3 has not yet been started.

Task 3.1: Metal Building Purchase and Construction.

Reporting Period: December 1, 2004 Through April 30, 2005
The County anticipates the following tasks to be completed before the end of the grant period:

  • Completion of Tasks 1 and 2: Preliminary Engineering, including field surveys, preparation of plans and specifications, the identification of utilities and design alternatives.
    • Receive plans, specification and site recommendations from Urban Ore Design Associates
    • County Engineering Staff will complete the following tasks:
      • Prepare basis of design.
      • Design alternatives.
      • Begin environmental review.

May 1, 2004 through June 15, 2006

  • Complete environmental review.
  • Contract design.
  • Advertise and award Facility construction contract.
  • Building construction.
  • Facility opens.
