Project Description
Nevada County designed and planned a building materials reuse and C&D
Collection facility at the McCourtney Road Transfer Station to benefit
contractors, businesses, and residents (in avoiding disposal costs);
businesses, residents, schools, artists, and nonprofits (in providing a
cost-effective resource for materials); and the County (in increasing
diversion, reducing disposal, and providing a high-benefit, low-cost, and
long-term program).
The steps required to accomplish their project are as follows:
Task 1.1: Field Survey.
Basic site plans for the reuse facility have been created and a
discussion to finalize the building location is underway. At this time, the
County is planning on developing a 5,000 square foot building with a 30,000
square foot paved outside yard area near the entrance to the McCourtney Road
Transfer Station. The reuse facility will be in the same vicinity as the new
permanent household hazardous waste collection facility, as well as the
metals recycling yard. Details surrounding the building plans and
specifications are being discussed, but have not yet been finalized. Traffic
patterns that will create the greatest volume of residents routed to utilize
the facility, as well as alternative design plans are currently under
discussion. Task 1.1 is ten percent complete.
Task 1.2: Plans and Specifications.
The Nevada County Department of Transportation and Sanitation (DOTS) engineering staff
are currently working on the basis of the Reuse building design. Site visits
to similar facilities such as Urban Ore in Berkeley, and the Last Chance
Mercantile in Monterey were conducted in order to note facility size,
layout, design, and operational procedures. Engineering staff is looking at
design ideas that will incorporate office space and restrooms, as well as a
large open floor plan that will be used to display items for resale. The
process associated with receiving material is still under discussion; the
process of receiving materials will affect the overall design of the
building and foreseen traffic patterns. Task 1.2 is five percent complete.
Reporting Period Covering October 1, 2003 Through December 1, 2003
Task 1: Preliminary Site Work and Grading.
The Nevada County DOTS
intends to go out and bid for Task 1, which includes site grading,
preparation of building pad, gravel, and purchase of miscellaneous materials
for building construction. The County anticipates awarding the contract and
starting construction on Task 1 in August of 2004. DOTS engineering staff
will prepare drawings, contract, and specifications, and will advertise for
bids in June of 2004, with the award of contract scheduled for mid July to
early August 2004. Construction is scheduled to begin mid August 2004.
Task 1.1: Site Grading.
Task 1.2: Preparation of Building Pad.
Task 1.3: Gravel.
Task 1.4: Purchase of Miscellaneous Materials.
Task 1 has not yet been started.
Task 2: Installation of Utilities.
The Nevada County DOTS intends to go out to bid for Task 2, the
installation of utilities. DOTS engineering staff in its preliminary site
work will identify the location of utilities once the site plan and building
specifications have been finalized. Tasks 2.1 through 2.3 list identified
utilities to be installed by awarded contractor. DOTS engineering staff will
prepare drawings, contract, and specifications, and it is anticipated staff
will advertise for bids in June of 2004, with the award of contract
scheduled for mid July to early August 2004. Construction is scheduled to
begin mid August 2004.
Task 2.1: Power and Phone.
Task 2.2: Water.
Task 2.3: Sewer.
Task 2 has not yet been started.
Task 3: Foundation Installation and Building Construction.
The Nevada County DOTS intends to go out to bid for Task 3: Building
Construction. The County anticipates the construction of a 5,000 square foot
metal building equipped with office space, restrooms, and open floor area to
display items for resale. Construction will also include a 30,000 square
foot paved outside yard for items not affected by inclement weather
conditions. The reuse facility will be in the same vicinity as the new
permanent household hazardous waste collection facility, as well as the
metals recycling yard. DOTS engineering staff will prepare drawings,
contract, and specifications. It is anticipated DOTS staff will advertise
for bid in June of 2004, with the award of contract scheduled for mid July
to early August 2004. Construction is scheduled to begin mid August 2004.
Task 3.1: Metal Building Purchase and Construction*.
Task 3.2: Foundation Installation.
Task 3.3: Foundation Installation*.
Task 3 has not yet been started.

Reporting Period: December 2, 2003 Through June 1, 2004
The County anticipates the following tasks to be completed before the June
1, 2004 reporting period deadline:
- Completion of basis design for reuse facility, which includes
finalizing building design, traffic patterns, and materials receiving
area.
- Prepare and submit all environmental review documents.
- With environmental clearance, County engineering staff will prepare
contract drawings and specifications, and obtain building and all other
necessary permits.
Reporting Period 3: June 2, 2004 Through December 1, 2004
The County anticipates the following tasks to be completed before the
December 1, 2004 reporting period deadline:
- Advertise contracts
- Submit Reliable Contractor Declaration Form to CIWMB for approval of
potential contractors
- Award contracts
- Start construction
