Project Description
Marin County used their grant funds to create, advertise, and
maintain a local Web-based materials exchange program, MarinMax, which diverts a significant amount of reusable material from disposal. MarinMax focuses on connecting those with surplus building materials, electronics,
and other durable goods with those who can utilize these materials. MarinMax
is hosted on Marin County's Hazardous and Solid Waste Regional Agency
Web site,
Marinrecycles.org. Additionally, Public Works staff conducted a
sizable community outreach program to solicit listings from building
associations, nonprofits, schools, and businesses in the County.
The commencement of the MarinMax Grant Program was delayed two months,
following the January 5, 2004 start work notice, due to staff turnover and
recruitment of a new Recycling and Resource Specialist. Staff has revised
the MarinMax work schedule to accommodate this delay and is scheduled to
complete the project within the Grant's timeframe. The progress of work
completed and the revised start-dates for each of the Project's 21 tasks are
described below.
The steps required to accomplish their project are as follows:
Task 1.1: Prepare RFP for Software Development.
Similar to CalMAX, MarinMax will assist businesses and the general public
find markets for their unwanted materials. Like other material exchange Web
sties, the site will include a section for materials wanted and a section
for materials available. The Web-based MarinMax will be designed to provide
access via the internet by Web browser and e-mail tools, using standard
software for database management and dynamic Web page creation.
Marin Public Works (PW) staff first met with County of Marin Information
Technology (IT) staff on March 8, 2004 to receive their expertise in
drafting the Request for Proposal (RFP) for MarinMax. PW staff held a second
meeting with IT staff on April 12, 2004 to review comments of the final
draft RFP before its release. Task 1.1 began on March 1, 2004 and ended on
April 30, 2004. Task 1.1 is 100 percent complete.
Task 1.2: Release RFP.
Staff released the MarinMax RFP on May 3, 2004. All responses to the
MarinMax RFP were required to be submitted by May 27, 2004. Task 1.2 began
on May 3, 2004 and was completed on May 27, 2004. Task 1.2 is 100 percent
complete.
Task 2: Accept Bids and Select Contractor.
The MarinMax RFP period ended on May 27, 2004 and all proposals were ready
for evaluation. After reviewing the proposals, Marin County Department of
Public Works staff selected Marinfo LLC as the contractor. Task 2 began on
May 27, 2004 and was completed on June 9, 2004. Task 2 is 100 percent
complete.
Task 3: Secure Contract with Web Site Contractor.
Marin County Department of Public Works staff signed and submitted a CIWMB
Reliable Contractor Declaration Form and executed a contract with the
contractor. Staff drafted a contract, had the contract approved by county
council, and was signed by both parties. Task 3 began on June 9, 2004 and
was completed on August 3, 2004. Task 3 is 100 percent complete.
Task 4.1: Develop Web Site.
Once the contract was secured, Marin County Department of Public Works staff
met with the contractors to discuss details of the Web site. Preliminary Web
site plans have been tested and adjusted and the final version of MarinMax
is now operational. Task 4.1 began on August 8, 2004 and was completed on
November 8, 2004. Task 4.1 is 100 percent complete.
Task 4.2: Test MarinMax Web site.
Staff and Contractor are to test and refine to ensure site can be maintained
in-house and to run sample listings and exchanges. Department of Public
Works staff has given input as to what they would like the site to look like
and how they would like it to operate. Staff has reviewed all pages of the
Web site while it was in construction and requested changes when necessary.
Task 4.2 began on July 22, 2004 and was completed on November 15, 2004. Task
4.2 is 100 percent complete.
Task 4.3: MarinMax Maintenance and Response to Inquiries.
Staff is to perform MarinMax site maintenance and respond to inquiries from
those using the site. Task 4.3 is scheduled to begin on November 24, 2004.
Task 5: First Progress Report.
Prepare and submit to CIWMB MarinMax's first progress report. Task 5 is 100
percent complete.
Task 6: Second Progress Report.
Prepare and submit to CIWMB MarinMax's second progress report. Task 6 is 100
percent complete.
Task 7.1: MarinMax Database.
Staff are to develop exchange monitoring database to track materials
exchanged on MarinMax. Task 7.1 is scheduled to begin on December 1, 2004.
Task 7.2: Data Entry and Evaluation Report.
Staff are to input MarinMax site data in database created in Task 7.1 and
run evaluation reports. Task 7.2 is scheduled to begin on January 17, 2005.
Task 8.1: MarinMax Brochures.
Staff are to design and develop brochures and advertisements for the
MarinMax Web site. A version of the brochure has been created and an
advertisement is being developed. Task 8.1 began on September 28, 2004 and
is 55 percent complete.
Task 8.2: Printing of Brochures.
Brochures are to be printed by the County's Printing Services. Task 8.2 is
scheduled to begin on December 20, 2004.
Task 9.1: Advertising Campaign.
Staff are to implement a MarinMax advertising campaign with paid newspaper
advertising. Task 9.1 is scheduled to begin on December 20, 2004.
Task 9.2: MarinMax Press Releases.
Staff are to develop and submit press releases to newspapers and local TV
stations. The press release has been written and is undergoing approval.
Task 9.2 began on September 20, 2004 and is 80 percent complete.
Task 9.3: Monthly Advertisements.
Staff are to run monthly newspaper advertisements. Task 9.3 is scheduled to
begin on November 30, 2004.
Task 10: Third Progress Report.
Prepare and submit to CIWMB MarinMax's third progress report. Task 10 was
completed on November 23, 2004 and is 100 percent complete.
Task 11.1: Progress Report (Local Government)
Staff are to prepare a MainMax progress report and distribute it to all of
Marin's incorporated cities and towns, special districts, and County. Task
11.1 is scheduled to begin on January 3, 2005.
Task 11.2: Board of Supervisors Presentation.
Staff are to report to the Marin Board of Supervisors on MarinMax's
progress. Task 11.2 is scheduled to be held on December 7, 2004.
Task 11.3: Marin Hazardous and Solid Waste Joint Powers Authority
Presentation.
Staff are to report to the Marin Hazardous and Solid Waste Joint Powers
Authority on MarinMax's progress. Task 11.3 was held on November 15, 2004
and is 100 percent complete.
Task 12: Presentation to the Marin Builders Association and Chamber of
Commerce.
Staff are to report to the Presentations to the Marin Builders Association
and Chamber of Commerce on MarinMax and its progress. Task 12 is scheduled
to begin on January 17, 2005.
Task 13.1: Local Construction Industry Newsletters (Advertising).
Staff are to solicit advertising in Marin Builder Association and Marin
Chamber of Commerce newsletters. Task 13.1 is scheduled to begin on January
17, 2005.
Task 13.2: Local Construction Industry Newsletters (Articles).
Staff are to write articles for Marin Builder Association and Marin Chamber
of Commerce newsletters to promote the MarinMax Web site. Task 13.2 is
scheduled to begin on January 17, 2005.
Task 14.1: MarinMax Displays.
Staff are to design displays that promote the benefits of reuse and
information on MarinMax for Marin's two disposal facilities and building
supply centers. Task 14.1 is scheduled to begin on December 20, 2004.
Task 14.2: MarinMax Displays Construction.
Staff are to have the MarinMax displays built by graphic artist contractor.
Task 14.2 is scheduled to begin on January 10, 2005.
Task 14.3: Distribute MarinMax Displays.
Staff are to distribute MarinMax displays to Marin's disposal facilities and
participating building centers. Task 14.3 is scheduled to begin on February
1, 2005.
Task 15: Phone book Listing.
Staff are to update 2005 phone book listing to include the MarinMax Web
site. Task 15 is scheduled to begin on January 3, 2005.
Task 16: Environmental Classroom Presentations.
Staff are to conduct presentations on the benefits of reuse to students
visiting Marin's Environmental Classroom at the Marin Resource Recovery
Center. Task 16 is scheduled to begin on February 21, 2005.
Task 17: Press Release on MarinMax Progress.
Staff are to issue press releases promoting MarinMax and highlighting its
progress. Task 17 is scheduled to begin on March 7, 2005.
Task 18: Fourth Progress Report.
Prepare and submit to CIWMB MarinMax's fourth progress report. Task 18 is
scheduled to be completed on February 23, 2005.
Task 19: Final Grant Report.
Prepare and submit to CIWMB MarinMax's Final Grant Report. Task 19 is
scheduled to be completed on May 1, 2005.
Task 20: Data Results.
Staff are to identify and analyze results of collected MarinMax data. Task
20 is scheduled to begin on February 13, 2005.
Task 21: Payment Request and Necessary Verifying Documentation.
Staff will submit payment requests with the progress reports submitted to
the CIWMB and submit any necessary verifying documentation to the CIWMB on
an as needed basis. Task 21 began on May 25, 2004 and will continue
throughout the grant term. Task 21 is five percent complete.
Anticipated Accomplishments for Next Reporting Period
The following offers a discussion of anticipated accomplishments for the
next reporting period (November 16, 2004 through February 16, 2005):
Task 4.3
Staff will begin responding to problems with the site once use commences.
This task will be 20 percent complete by February 16, 2005.
Task 7.1
The MarinMax database will be designed and added to the County of Marin's
AB939 monitoring database. This task should be completed by December 15,
2004.
Task 7.2
Once exchanges begin to take place through the MarinMax Web site, then data
will begin to be assessed to their database. This task will be five percent
complete by February 16, 2005.
Task 8.1
The majority of the brochure design has been completed and is being refined.
MarinMax advertisements are currently in the design process. By December 20,
2004 Task 8.1 should be complete.
Task 8.2
The brochure design must be approved before the printing process may begin.
This task should be completed by January 3, 2005.
Task 9.1
When the advertisement design is complete staff will have these
advertisements printed in the Marin Independent Journal. This task
will be completed by February 16, 2005.
Task 9.2
The press release has been developed and is in the review process. The press
release should be dispersed by the middle of December 2004, and this task
should be completed at that time.
Task 9.3
The first of four ads should be released in early February 2005. This task
will be 25 percent completed by February 16, 2005.
Task 11.2
Staff will present to the Board of Supervisors about MarinMax's progress on
December 7, 2004, which will complete this task.
Task 12
A presentation on MarinMax's progress will be given to the Marin Builder
Association and Chamber of Commerce in late January 2005. Task 12 will be
complete on February 16, 2005.
Task 13.1
Staff will solicit advertising to the Marin Chamber of Commerce newsletters.
Task 13.1 will be completed by February 16, 2005.
Task 13.2
Articles will be written and submitted to the Marin Builders Association by
late January 2005. This task will be complete by February 16, 2005.
Task 14.1
Staff will start designing displays to promote reuse in late December 2004.
This task should be completed by the middle of January 2005.
Task 14.2
When the display designs are finished staff will send them to a graphic
artist contractor. The display design will be sent out mid January 2005.
This task will be complete by February 16, 2005.
Task 14.3
When the display building process has been completed, the displays will be
distributed by staff to the disposal facilities and building centers. This
task will be 20 percent complete by February 16, 2005.
Task 15
Staff will update the phone book listing to include the MarinMax Web site
for 2005. Task 15 will be completed by February 16, 2005.
Task 30
The date collected from MarinMax will begin to be analyzed in mid February
2005. This task will be two percent completed by February 16, 2005.
