Project Description
The Porterville Developmental Center, a facility of California's
Department of Development Services, currently operates a newspaper reuse
program in conjunction with the City of Porterville. Additionally, the
Developmental Center operates two vocational education workshops which
"rescue" discarded furniture, etc. from the facility, and train their clients to refurbish
and redistribute the materials for client and
staff use. Additional roll-off bins for newspaper collection, a freestanding aluminum cover to protect the bins of paper from
inclement weather, and paper "joggers" to facilitate the packaging of
the end-product were purchased. Additionally, numerous tools, which the
workshop's current budgets are unable to accommodate, were procured for the
furniture reuse program.
The City of Porterville's hiring freeze remains in place, which continues
to require redistribution of job responsibilities and affects grant
progress. However, City staff have recently met with staff from the
Porterville Development Center (PDC) to address some concerns with the paper
reuse project and refocus efforts towards the completion of grant
requirements.
The steps required to accomplish their project are as follows:
Task 1: Secure Contract with Porterville Developmental Center.
Staff is developing an agreement with Porterville Developmental Center (PDC)
regarding the Reuse Programs supported by the grant. Staff is working on the
verbiage necessary to transfer ownership of the equipment purchased by the PDC
upon completion of the grant. Task 1 is 25 percent complete.
Task 2: Compile Information on Baseline Quantification of Existing
Programs.
Staff from PDC have provided basic tonnage estimates on the input and output
of current programs. City staff is working with PDC staff to develop more
effective weight/tracking procedures to more accurately assess the program in
the future. Task 2 is 75 percent complete.
Task 3: Provide Feedstocks to Newspaper Reuse Program.
City staff provide a 15-yard roll-off bin with mixed paper from the City's
drop-off center on a routine basis. This task will be ongoing throughout the
grant program. Task 3 is 63 percent complete. (24 month grant period, 15 months of feedstock
provided)
Task 4: Obtain Discarded Furnishings, Refurbish, Return to Use.
PDC staff routinely obtain discarded furniture from on-site refuse bins and
other sources. This task will be ongoing throughout the grant program. Task 4 is
63 percent complete. (24 month grant period, 15 months completed)
Task 5: Separate, Sort, Align, Package, Sell Ised Newspaper.
Due to the ongoing nature of the program, PDC staff coordinate and supervise
client crews to provide processing of the used newspaper. The client crews
currently average approximately 100 hours per week of processing time. Task 5 is
63 percent complete. (24 month grant period, 15 months completed)
Task 6: Coordinate Final List of Hand and Power Tools for Wood and
Upholstery Workshops.
PDC staff have compiled a revised list of tools needed. Alternate funding
was received for some of the specific tools listed in the grant application, so
a revised list of tools is attached. The original budget request for tools was
$8,088.46 and the revised request totals $7,523.01. Task 6 is 100 percent complete.
Task 7: Develop Promotional Articles and Pictures for the City Newsletter.
Due to the delay in purchasing equipment for the program, City staff felt it
appropriate to postpone a newsletter article until receipt and installation of
the new equipment. The City's newsletter is produced quarterly; however,
newsletter content is determined several months in advance. An article on this
program will be included in the next available issue. Task 7 is 15 percent complete.
Task 8: Include Program Expansion Information in Developmental Center
Newsletter.
PDC staff have requested their newsletter publication coincide with the
City's publicity efforts. As a result, it is anticipated an article on program
expansion will be included in a corresponding issue of the Developmental
Center's internal newsletter. Task 8 is 15 percent complete.
Task 9: Purchase Paper Joggers.
A requisition has been entered for the purchase of four heavy duty paper
joggers. Total cost of the joggers is $5,617.76 and delivery is anticipated to
be two to three weeks after receipt of the purchase order. Task 9 is 90 percent complete.
Task 10: Purchase Aluminum Cover for Bins.
A requisition has been entered for the purchase of a double-wide cover to be
installed at PDC and two single-wide aluminum covers to be installed at the
City's Corporation yard. Delivery for the covers is approximately one week after
receipt of a purchase order. City Staff have contracted with the local
California Conservation Corp group to install the cover at PDC and City staff
will install the covers at the Corporation Yard. Although the original grant
proposal included only one single-wide cover at PDC, staff have been able to
locate a local source for the cover(s) at a significant savings. The larger
cover at PDC will provide weather protection for the paper while it is stored in
the roll-off, and will also provide ample room for preliminary separation while
the paper is being transferred from the roll-off to smaller bins. Additionally,
the City will be able to purchase two single-wide covers to protect the paper
roll-off bins at the City's Drop-Off location as the material is being
accumulated before delivery to PDC. The ability to keep the paper covered at
both sites during wet winter months will significantly increase the quantity of
reusable material recovered. Task 10 is 75 percent complete.
Task 11: Purchase
Hand and Power Tools for Workshops.
City staff is awaiting additional vendor information from PDC staff before
requisitions can be entered for the purchase of various hand and power tools in
accordance with the lists submitted with Progress Report #1. PDC staff
anticipates supplying information by November 3, 2003. Tools will then be
ordered from three different vendors and it is anticipated that all items should
be received no later than mid-December 2003. Task 11 is 80 percent complete.
Task 12: Purchase Roll-Off Bins.
City staff were able to purchase the required roll-off bins under an
existing City contract for refuse bins, significantly reducing the steps
required to issue a purchase order. Two bins were received by the City on June
25, 2003. Task 12 is 100 percent complete.
Task 13: Coordinate Additional Client Crews to Increase Newspaper Reuse
Program.
Client crews are currently operating at the maximum level for the current
program. PDC staff have secured additional markets for their product, but are
unable to increase crew size until purchases are completed. Task 13 is 30 percent complete.
Task 14: Purchase Utility Carts and Supplies for Additional Newspaper
Crews.
PDC staff have budgeted for the purchase of additional utility carts and
have researched vendors for the carts. However, due to budget constraints, they
are unable to make the purchase until an increase in production warrants the
purchase. Task 14 is ten percent complete.
Task 15: Promote Program Expansion Through Media Campaign.
As previously reported, receipt of the Reuse Assistance Grant was covered in
the local newspaper, The Porterville Recorder. Due to project
delays, it has not been appropriate to contact the newspaper for additional
coverage at this point. However, newspaper articles are planned upon receipt and
installation of all equipment and also
upon completion of the grant. Task 15 is 33 percent complete.
Tasks 16, and 16.2: Track Newspaper Tonnages Processed and Sold, and
Materials Refurbished and Returned to Use and Report to City Staff.
As indicated under Task 2, PDC staff currently track estimated weights of
materials. City staff is coordinating with PDC staff to track and provide this
information in a more concise manner. Tasks 16 and 16.2 are 25 percent complete.
Task 17: Evaluate Program Progress and Additional Needs/Outreach.
As indicated earlier, program progress has been delayed due to staffing
issues. As a result, the timeline for grant completion should be extended beyond
the originally anticipated June 30, 2003 date. However, as the grant agreement
allows for a grant period from May 1, 2002 through May 1, 2004, it is
anticipated the grant will be completed in time. Task 17 is 30 percent complete.
