Project Description
The Porterville Developmental Center, a facility of California's
Department of Development Services, currently operates a newspaper reuse
program in conjunction with the City of Porterville. Additionally, the
Developmental Center operates two vocational education workshops which
"rescue" discarded furniture, etc. from the facility, and train their clients to refurbish
and redistribute the materials for client and
staff use. Additional roll-off bins for newspaper collection, a freestanding aluminum cover to protect the bins of paper from
inclement weather, and paper "joggers" to facilitate the packaging of
the end-product were purchased. Additionally, numerous tools, which the
workshop's current budgets are unable to accommodate, were procured for the
furniture reuse program.
The steps required to accomplish their project are as follows:
Task 1: Secure Contract with Porterville Developmental Center.
Staff is developing an agreement with Porterville Developmental Center (PDC)
regarding the Reuse Programs supported by the grant. Staff is working on the
verbiage necessary to transfer ownership of the equipment purchased by the PDC
upon completion of the grant. Task 1 is 25 percent complete.
Task 2: Compile Information on Baseline Quantification of Existing
Programs.
Staff from PDC have provided basic tonnage estimates on the input and output
of current programs. City staff is working with PDC staff to develop more
effective weight/tracking procedures to more accurately assess the program in
the future. Task 2 is 75 percent complete.
Task 3: Provide Feedstocks to Newspaper Reuse Program.
City staff provide a 15-yard roll-off bin with mixed paper from the City's
drop-off center on a routine basis. This task will be ongoing throughout the
grant program. Task 3 is 50 percent complete. (24 month grant period, 12 months of feedstock
provided)
Task 4: Obtain Discarded Furnishings, Refurbish, Return to Use.
PDC staff routinely obtain discarded furniture from on-site refuse bins and
other sources. This task will be ongoing throughout the grant program. Task 4 is 50 percent complete. (24 month grant period, 12 months of feedstock
provided)
Task 5: Separate, Sort, Align, Package, Sell Used Newspaper.
Due to the ongoing nature of the program, PDC staff coordinate and supervise
client crews to provide processing of the used newspaper. The client crews
currently average approximately 100 hours per week of processing time. Task 5 is 50 percent complete. (24 month grant period, 12 months of feedstock
provided)
Task 6: Coordinate Final List of Hand and Power Tools for Wood and
Upholstery Workshops.
PDC staff have compiled a revised list of tools needed. Alternate funding
was received for some of the specific tools listed in the grant application, so
a revised list of tools is attached. The original budget request for tools was
$8,088.46 and the revised request totals $7,523.01. Task 6 is 100 percent complete.
Task 7: Develop Promotional Articles and Pictures for the City Newsletter.
Due to the delay in purchasing equipment for the program, City staff felt it
appropriate to postpone a newsletter article until receipt and installation of
the new equipment. The City's newsletter is produced quarterly and it is
anticipated an article on this program will be included in the July issue. Task 7 is 15 percent complete.
Task 8: Include Program Expansion Information in Developmental Center
Newsletter.
PDC staff have requested their newsletter publication coincide with the
City's publicity efforts. As a result, it is anticipated an article on program
expansion will be included in the July issue of the PDC's internal newsletter. Task 8 is 15 percent complete.
Tasks 9, 10, and 11: Purchase of Paper Joggers, Aluminum Cover, and
Hand/Power Tools.
PDC staff has provided City staff with information regarding materials to be
purchased and the vendors the PDC currently uses. However, the City's purchasing
policy requires multiple quotes for any purchase over $500, and sealed bids for
any purchase over $5,000. City staff are currently coordinating with the City's
Purchasing Division to determine if multiple vendors are available for some of
the specialty items required, to obtain the necessary quotes, and to obtain City
Council approval of the purchases, in accordance with City policies. Tasks 9, 10, and 11 are 30 percent complete.
Task 12: Purchase Roll-Off Bins.
City staff were able to purchase the required roll-off bins under an
existing City contract for refuse bins, significantly reducing the steps
required to issue a purchase order. The bins have been ordered, but due to their
heavy production schedule, the vendor does not anticipate delivering the bins
until late May or early June. Task 12 is 80 percent complete.
Task 13: Coordinate Additional Client Crews to Increase Newspaper Reuse
Program.
Client crews are currently operating at the maximum level for the current
program. PDC staff have secured additional markets for their product, but are
unable to increase crew size until purchases are completed. Additionally, City
and PDC staff are currently exploring the possibility of implementing a
newspaper donation project at several local schools to increase both the
quantity and quality of feedstock for the Paper Reuse program, which will
facilitate increasing production crews. Task 13 is 30 percent complete.
Task 14: Purchase Utility Carts and Supplies for Additional Newspaper
Crews.
PDC staff have budgeted for the purchase of additional utility carts and
have researched vendors for the carts. However, due to budget constraints, they
are unable to make the purchase until an increase in production warrants the
purchase. Task 14 is ten percent complete.
Task 15: Promote Program Expansion Through Media Campaign.
The local newspaper, The Porterville Recorder, published an article on the
Reuse Assistance Grant, which appeared on November 22, 2002. A copy of this

Additional newspaper articles are planned upon receipt of equipment and also
upon completion of the grant. Task 15 is 33 percent complete.
Tasks 16, and 16.2: Track Newspaper Tonnages Processed and Sold, and
Materials Refurbished and Returned to Use and Report to City Staff.
As indicated under Task 2, PDC staff currently track estimated weights of
materials. City staff is coordinating with PDC staff to track and provide this
information in a more concise manner. Tasks 16 and 16.2 are 25 percent complete.
Task 17: Evaluate Program Progress and Additional Needs/Outreach.
As indicated earlier, program progress has been delayed due to staffing
issues. As a result, the timeline for grant completion should be extended beyond
the originally anticipated June 30, 2003 date. However, as the grant agreement
allows for a grant period from May 1, 2002 through May 1, 2004, it is
anticipated the grant will be completed in time. Temporary staff services have
recently been acquired to assist Field Services Division staff, which will free
more staff time to focus on the Reuse Program. Task 17 is 20 percent complete.
