Reuse Assistance Grant Progress Report

Kern County Reuse Assistance Grant Project 
(Part 1: March 1, 2002 to September 1, 2002)

 

Project Description

Kern County used their grant funds to establish an electronics reuse program for commercial businesses in Kern County. Kern County Waste Management will administer the pilot program. Commercial businesses participate by donating dated electronics (e.g., computers, printers, etc.) to Merit Corporation, a section 501(c)(3) qualified nonprofit. Merit Corporation operates an electronics refurbishing program at the Women's California Correctional Institution in Stockton, California through the State Corrections Joint Venture Program.

The steps required to accomplish their project are as follows:

Task 1: Solicit Businesses to Participate in the Program (Matching Services).
Thus far the County has confirmation of participation from the following: Frito Lay, San Joaquin Bank, Fruitvale School District, Kern High School District, Wasco State Prison, City of Delano Bakersfield Californian, Area, Chevron-Texaco, Goodwill Industries, and Kern Valley Christian School.

Task 2: Solicit and Secure Bids for Hauling (Matching Services).
Hauling service bid process is anticipated to be completed by September 20, 2002. Task 2 is ten percent complete.

Task 3: Finalize a Cost of Services (Matching Services).
The cost for services has been completed and written into the promotional and application packages. Task 3 is 100 percent complete.

Task 4: Locate Collection Sites (Matching Services).
Collection sites have been located at the Shafter-Landfill and other outlying landfills. The Kern County Special Waste Facility may be used as a one day staging site if necessary. Task 4 is 100 percent complete.

Task 5: Develop and Distribute Hauling Schedule (Matching Services).
Hauling schedules are based on the amount of material needed to ship one Semi-load of material. The County will coordinate with their customers to transport their material to a collection site, however, they will not ship until they have collected enough material to make their hauls to the Stockton facility cost-effective. A tentative hauling schedule will be produced by September 20, 2002. Task 5 is 25 percent complete.

Task 6: Develop Procedures for Collection, Storage Documentation, and Transport (Matching Services).
Procedures have been written and rough drafts of storage and transport documentation are available. Task 6 is 80 percent complete.

Task 7: Purchase or Salvage Materials (Matching Services).
A purchase order will be written by September 20, 2002. The County has identified the firms where the transport materials will be purchased. Task 7 is 20 percent complete.

Task 8: Distribute Material, Schedules, and Paperwork (Matching Services).
Essential paperwork has been completed and a mass mailing should be completed by September 9, 2002. The program has changed so a set schedule will not be needed. Electronic material will be collected continuously at landfills and will be shipped when sufficient material is available for shipment. Task 8 is 80 percent complete.

Task 9: Train All Participants (Matching Services).
Most of the training will be done through the Internet. Detailed procedures have been developed for the Web site publishing. The Web site designer is in the process of entering the CRT Commercial Program information into the County Web site. The County anticipates the Web site will be fully integrated into the program by November 1, 2002. Task 9 is 25 percent complete.

Task 10: Advertise Program to Solicit More Participation (Matching Services).
The County intends to send out a flyer describing their landfill CRT policy and promotional materials on the Commercial CRT Program by September 6, 2002. A reported from the Bakersfield Californian, their local paper, has picked up their story on the program and will write a story by the end of September 2002. The County has contacted the Chamber of Commerce from each of the major cities in Kern County and they have agreed to schedule the County for a talk and presentation for their local businesses. The County expects to present the program to all chambers by the end of 2002. Task 10 is 20 percent complete.

Task 11: Secure and Train Inmate into the Program (Reimbursable Services).
This task has taken longer to initiate than expected because a professional services agreement must be established to conduct business with Merit Corp. The County anticipates completing the agreement by September 20, 2002. Merit Corp has trained inmates ready to participate in the program; thus, the County can hit the ground running once the accounting infrastructure is complete. Task 11 is ten percent complete.

Task 12: Get Approval for Collection and Conduct First Transport of Material (Reimbursable Services).
The County's first transport is expected by September 30, 2002. Their project timeline has been affected, as a charging mechanism has not been established. It was overlooked that Kern County does not have a mechanism in place to charge for CRT handling services. The ordinance affecting gate fees must be modified to allow County government to charge their customers for this new service. The process is quite lengthy with public notices being issued and grace periods for comment. The County intends to hold invoices for services until the ordinance modification has been approved. However, since the County will have a professional services agreement soon, they can commence work. Task 12 is 20 percent complete.

Task 13: Access Customer Satisfaction (Matching Services).
This task is anticipated to be completed by the middle of October 2002.

Task 14: Access Operations at the Refurbishing Facility (Matching Services).
This task is anticipated to be completed by the end of October 2002.

Task 15: Make Any Improvements as Necessary (Matching Services).
This task is anticipated to be completed by the end of October 2002.

Task 16: Invoice (Matching Services).
Since the County cannot invoice until the ordinance modification has been approved, this task will be completed by the end of November of beginning of December 2002.

Task 17: Make Payment to Refurbishing Facility (Matching Services).
This task is anticipated to be completed by the middle of October 2002.

Task 18: Close the First Event and Report Findings (Matching Services).
This task is anticipated to be completed by the beginning of November 2002.

Task 19: Get Approval for Collection and Conduct Second Transport of Material (Reimbursable Services).
This task is anticipated to be completed by the end of January 2003.

Task 20: Close the Second Event and Report Findings (Matching Services).
This task is anticipated to be completed by the end of February 2003.

Task 21: Determine if More Labor is Needed at the Refurbishing Facility (Reimbursable Services).
This task is anticipated to be completed by the beginning of March 2003.

Task 22: Discuss Logistics with Wasco State Prison to Site and E-Waste Refurbishing Facility in Wasco (Reimbursable Services).
This task will be discussed, if applicable, by the end of March 2003.

Task 23: Review Feasibility of Opening an E-Waste Refurbishing Facility in Wasco (Reimbursable Services).
This task will be discussed, if applicable, by the end of March 2003.

Task 24: Evaluate Expansion Possibility (Reimbursable Services).
This task will be discussed, if applicable, by the end of March 2003.

Task 25: Get Approval for Collection and Conduct Third Transport of Material (Reimbursable Services).
This task is anticipated to be completed by the middle of May 2003.

Task 26: Close Third Event and Report Findings (Matching Services).
This task is anticipated to be completed by the middle of June 2003.

Task 27: Status Report (Matching Services).
This task is anticipated to be completed by the beginning of July 2003.

Task 28: Get Approval for Collection and Conduct Fourth Transport of Material (Reimbursable Services).
This task is anticipated to be completed by the beginning of September 2003.

Task 29: Close Fourth Event and Report Findings (Matching Services).
This task is anticipated to be completed by the beginning of October 2003.

Task 30: Recruit More Businesses into the Program (Matching Services).
This task is ongoing.

Task 31: Adjust Scheduling (Matching Services).
This task is ongoing.
