This grant offering is now closed. Issued August, 2001 The California Integrated Waste Management Board (Board) approved the California Reuse Assistance Grants Program to provide the initiative and incentives for local public agencies to promote and apply the concept of reuse of nonhazardous material(s). Reuse is defined as using a material over again in its current form without any significant processing that would alter its material structure. The Board has allocated $250,000 in grant funds to assist California local public agencies in this effort. Eligible applicants may request up to $50,000. This is a competitive grant. All applications will be evaluated based on the criteria set forth in the application. The Board reserves the right to reduce the amount of any grant request to eliminate any superfluous or ineligible expenses. Applicant EligibilityThe Reuse Assistance Grants are available to California local public agencies. A "local public agency" means a city, county, special district, or regional agency which has authority to provide solid waste handling services. A local public agency may partner with any entity or entities that seek to promote the concept of reuse and to establish new or expanded opportunities for reuse in California. As the applicant, the local public agency is responsible for administering the grant and is accountable for how the grant funds are expended. Only one (1) application may be submitted by each local public agency. Local public agencies may submit a regional application; however, regional participants may not also submit an individual application. Eligible ProjectsThe Reuse Assistance Grants are intended to foster projects that reuse a material over again in its current form without any significant processing that would alter its materials structure. The Board is looking for creative and productive ways in which reuse may be promoted and/or conducted. The Reuse Assistance Grants are intended to advance the practical implementation of reuse activities throughout California. They are also designed to enhance local public agencies’ responsibilities in the area of material reuse; to encourage local public agencies to incorporate reuse activities into their waste reduction efforts; and to promote the idea of reuse to their business community. The primary purpose of this grant offering is to encourage the establishment of systems, infrastructure, programs, and/or facilities that recover materials for reuse that are otherwise destined for disposal. It is the intent of the Reuse Assistance Grants program to promote reuse to both the commercial and public sectors. Note: this particular grant offering targets proposed projects that promote and strengthen reuse opportunities and activities within the business community; however, proposed projects that promote and strengthen reuse opportunities in the public sectors are also eligible. Eligible Project CostsAll costs, whether paid for with grant funds or matching funds, must be directly related to the approved proposal. Materials, services, equipment, or facilities that directly increase opportunities for promoting the concept of reuse may be considered eligible project costs. Costs must be reasonable, cost-effective, and focused on local needs as described in the application. Ineligible Project CostsAny costs not directly related to promoting the concept of reuse are ineligible for payment by either grant funds or matching funds. Ineligible costs include, but are not limited, to the following:
Matching Fund RequirementAll applicants are required to provide matching funds equal to or greater than the amount of the requested grant. Matching funds can be used for eligible expenses, including staffing or consultant costs that are directly related to the project. Matching funds cannot be used for ineligible costs, including travel, equipment, or other administrative or operational expenses not directly associated with promoting the concept of reuse. Grant TermThe term of the grant is approximately two (2) years. All costs must be incurred and invoices received by the Board during this term. Application Filing ProceduresApplicants must submit one (1) original and three (3) copies of the application. All applications must be submitted on paper with a minimum of thirty percent (30%) postconsumer recycled content that bears a recycled logo or text confirming the use of recycled paper. Board Award of GrantsThe Board will consider staff funding recommendations for grant award at the beginning of 2002 at a regularly scheduled Board meeting. The Board will notify all applicants of the staff recommendations prior to the Board meeting. Award of this grant is subject to availability of funding. |
