Reuse Assistance Grant Progress Report

Del Norte Solid Waste Management Authority
Reuse Assistance Grant Project
(Part 4: November 1, 2002 to May 15, 2003)

 

Project Description

Del Norte Solid Waste Management Authority produced the site planning, permitting, and legal documents for a Resource Recovery Park co-located and concurrently developed with the Del Norte Transfer Station/Materials Recovery Facility. Also produced construction drawings and specifications for the first phase of the Resources Recovery Park, a Reuse Center, an incubator for reuse, repair, and architectural and construction salvage businesses. The steps required to accomplish their project are as follows:

Task 1: Resource Recovery Park Permitting. (5/1/01 to 8/31/01)
Typically, the County issues construction permits in phases: grading, foundation, and construction, and such permits are issued after the plans for the development have been checked by County Planning and Building Inspection staff. Furthermore, such permits have time limits under which they are valid. As the Authority has not yet secured financing and/or a private/nonprofit development partner for the Reuse Center, the Authority has not sought the Construction permit(s) so that the permits would be valid during the likely construction period. County Building Department staff, however, were engaged during the design process to provide preliminary review of the Reuse Center plans and specifications.

If the CIWMB staff need to review or obtain copies of the Draft, Final, or Supplemental EIRs for this project, the Authority will provide them upon request. Task 1 is 100 percent complete.

Task 2: Reuse Center Design. (6/16/01 to 8/30/01)
The objective and desired result for this task as described in the grant application were:

Objective: Complete the design and construction drawings for the first phase of the Resource Recovery Park, the Reuse Center.

Desired Results: By the end of the grant term, obtain construction drawings and specifications for the Reuse Center with an engineer's estimate of construction costs.

The Authority provided the site plans for phased development of the Resource Recovery Park (as prepared by Urban Ore Development Associates), as well as plans and specifications for the Reuse Center (as developed by and under the direction of the County Engineering Department, by Stover Engineering and Lee Tromble Engineering, with additional on-site survey services by Ray Schlack). These plans were reviewed by the Del Norte County Building Department during their development. Task 2 is 100 percent complete.

Task 3: Resource Recovery Park Legal Agreements. 6/1/01 to 10/15/01)
The objective and desired results for this task as described in the grant application were:

Objective: Draft and complete the model Administration and Tenant Agreements, and other necessary legal documents for the Resource Recovery Park.

Desired Results: By the end of the grant term, obtain model Administration and Tenant Agreement for use in administration of the Resource Recovery Park.

The operation of the Resource Recovery Park and Reuse Center are envisioned as a public/private partnership. The Authority will own the land and has, to the extent possible at this time, completed permitting for the project. A private or nonprofit partner will be sought to be the private Tenant/Operator of the Reuse Center and will administer sub-lease agreements with other artisans, or reuse and repair businesses. As such, the Resource Recovery Park will be an incubator for recovery-based businesses. Task 3 is 100 percent complete.

The objective and desired results for this task as described in the grant application were:

Objective: Purchase a refrigeration unit for the food bank warehouse to properly refrigerate recovered food items at their last stop prior to distribution to hungry families.

Desired Results: Within nine months of grant award, C.A.N. will complete its cold storage upgrade and recruit at least two more local businesses into the food recovery operation, and thereby increase the number of food boxes distributed by an average of five boxes each day above their current average of 43 food boxes per day (approximately 520 per month).

As of April 2003, with the addition of the refrigerator funded in part through this grant, C.A.N. provides an average of 583 food boxes per month, which is the desired result of this task. While the number of local businesses form which the Food Bank received food did not increase during this grant period, C.A.N. was able to collect more food from the same locations to satisfy the primary goal, which was to increase the amount of food recovered for reuse and redistribution. Task 4 is 100 percent complete. 

Task 5: Grant Administration. (6/1/01 to 3/ Photo of Walk-in Refrigerator 1/02) 
All activities under this task were supported by matching resources. As approved by Sarah Weimer via e-mail of May 7, 2003, for simplicity the Authority's pro-rated expense for the purchase of the property on which the Resource Recovery Park will be located will be used to demonstrate that the Authority has met the 50 percent match requirement of this grant program (an amount equal to or greater than). Consequently, this report does not describe nor detail the personnel and other expenses related to this project, which were not directly included in those expenses to be reimbursed by the CIWMB. The total purchase price under this agreement will be $492,000 for 13.3 acres. As the Resource Recovery Portion of this property is 5.53 acres, the purchase of the property for the Resource Recovery Park represents a value of $204,568.

This is the final grant report. During the grant period, Authority staff administered five subcontracts to complete the grant-funded activities. Task 5 is 100 percent complete.
