Reuse Assistance Grant Progress Report

Del Norte Solid Waste Management Authority
Reuse Assistance Grant Project
(Part 2: November 1, 2001 to May 1, 2002)

 

Project Description

Del Norte Solid Waste Management Authority produced the site planning, permitting, and legal documents for a Resource Recovery Park co-located and concurrently developed with the Del Norte Transfer Station/Materials Recovery Facility. Also produced construction drawings and specifications for the first phase of the Resources Recovery Park, a Reuse Center, an incubator for reuse, repair, and architectural and construction salvage businesses. Procured an energy-efficient refrigerator for a Food Bank program run by the nonprofit Community Assistance Network.

The steps required to accomplish their project are as follows:

T ask 1: Resource Recovery Park Permitting. (5/1/01 to 8 /31/01) 
Subtasks: 1.1-1.8. Activities: Planning, permitting, and mitigation and monitoring program.

During this reporting period, the Environmental Impact Report prepared by the Authority's contractor (Winzler & Kelly Consulting Engineers) in compliance with the California Environmental Quality Act (CEQA) was certified, incorporating the Resource Recovery Park buildings, including the Reuse Center, and activities as Phase 2 of the Del Norte Transfer Station (TS). Site Plans including these buildings in the layout of the TS were initially developed as part of the Resource Recovery Park Feasibility Study (Liss & Associates, 2001), and these activities were incorporated into the Site Plans for the Transfer Station Draft Environmental Impact Report (DEIR). The Draft EIR was published and circulated in August 2001, and the comment period ended on November 1, 2001. The final EIR, including the Mitigation and Monitoring Program associated with the reuse and resource recovery was circulated in February 2002, and certified in March 2002. Information from the EIR and Mitigation & Monitoring Program will be incorporated, as appropriate, into other permits (Coastal Grading, Waste Discharge Requirements form the Regional Water Quality Control Board, Air Quality, etc.). Under the Work Plan, these activities included Tasks 1.1-1.8. These activities occurred after the times projected in the Work Plan, but have not been delayed beyond the initial delay associated with final approval of the grant agreement. The Draft and Final EIR are available upon request.

Significantly, with the certification of the EIR for the TS, the site for the TS, Resource Recovery Park, and Reuse Center are essentially officially selected. The significance of this selection is two-fold: first, the building design for the Reuse Center could not be finalized until a final site was determine, and second, the potential for remodeling or otherwise reusing the buildings existing on the selected site has been included as part of this overall project, although it was not included in the initial scope of work for this project. Task 1 is 100 percent complete.

Task 2: Reuse Center Design. (6/16/01 to 8/30/01)
Subtasks: 2.1-2.6. Activities: Construction Drawings and Specifications for design of the Reuse Center building of the Resource Recovery Park.

During this reporting period:

  1. Authority staff agreed to a scope of services with the County Engineering Department to cost-effectively obtain Construction Drawings and Specifications for the Reuse Center building and associated amenities. The scope also includes evaluation of the potential to salvage and reuse parts of whole structures of the selected site to be incorporated as part of the Reuse Center (Task 1). While Engineering staff began work under this scope of services during this reporting period, they have not yet invoiced the Authority.
  2. Staff drafted a Request for Proposals (RFP) for a Designer and/or Architect to guide Authority staff and the County Engineer during the preparation of the Construction Drawings and Specifications. Responses are expected June 3, 2002.

Task 2 is five percent complete and is anticipated to be finished by September 2002. While Task 2 has been somewhat delayed, Authority staff view the changes to be beneficial, as all recommendations will now be made specifically to the future site of the Reuse Center.

Task 3: Resource Recovery Park Legal Agreements. 6/1/01 to 10/15/01)
Subtasks: 3.1-3.4. Activities: RRP Administrative and Tenant Agreements, Modification of Draft TS Operations Agreement as necessary to allow for multiple tenants on the TS property.

During this reporting period, the TS Operations Agreement was drafted, and it includes provisions allowing for the Authority to approve or designate employees or companies to conduct salvage and recovery of materials from the TS tipping floor. This draft agreement will be subject to further negotiation with the selected TS Operator. As the Authority Board has recently decided to re-release an RFP to select a TS Operator, the soonest a TS Operator could be selected and available to negotiate this Agreement will be in June 2002.

Authority staff also consulted with the County staff to obtain copies and evaluate analogous agreements associated with the County Airport for model public-private partnerships and lease/tenant agreements. Task 3 is five percent complete and is anticipated to be finished by June 2002.

Task 4: Food Bank Refrigerator. (6/1/01 to 2/1/02)
Subtasks: 4.1-4.5. Activities: Order reach-in refrigerator, install at the Community Assistance Network's (CAN's) Food Bank, monitor usage.

During this reporting period, monitoring usage of the refrigerator continued. Task 4 is 90 percent complete, with the only remaining activity being monitoring of usage of the refrigerator.

Task 5: Grant Administration. (6/1/01 to 3/1/02) 
Subtasks: 5.1-5.5. Activities: Financial management, preparing grant reports, and related expenses for printing, postage, and phone.

During this reporting period, Authority staff prepared this progress report. Task 5 is ten percent complete and is anticipated to be completed by the end of the grant period.
