Reuse Assistance Grant Progress Report

Del Norte Solid Waste Management Authority's
Reuse Assistance Grant Project
(Part 1: May 1, 2001 to November 1, 2001)

 

Project Description

Del Norte Solid Waste Management Authority produced the site planning, permitting, and legal documents for a Resource Recovery Park co-located and concurrently developed with the Del Norte Transfer Station/Materials Recovery Facility. Also produced construction drawings and specifications for the first phase of the Resources Recovery Park, a Reuse Center, an incubator for reuse, repair, and architectural and construction salvage businesses. Procured an energy-efficient refrigerator for a Food Bank program run by the nonprofit Community Assistance Network.

The steps required to accomplish their project are as follows:

T ask 1: Resource Recovery Park Permitting. (5/1/01 to 8 /31/01)
Subtasks: 1.1-1.8. Activities: Planning, permitting, and mitigation and monitoring program.

During this first reporting period (June 1, 2001-November 1, 2001), the environmental document prepared by the Authority's contractor (Winzler & Kelly Consulting Engineers) in compliance with the California Environmental Quality Act (CEQA) was drafted to incorporate the Resource Recovery Park buildings and activities as Phase 2 of the Del Norte Transfer Station (TS). Preliminary Site Plan of the Resource Recovery Park was initially developed as part of the Resource Recovery Park Feasibility Study (Liss & Associates, 2001), and this was modified and incorporated into the Site Plans for the Transfer Station Draft Environmental Impact Report (DEIR). The DEIR was published and circulated in August 2001, and the comment period ended on November 1, 2001. Under the Work Plan, these activities included Tasks 1.1-1.6. These activities occurred after the times projected in the Work Plan, but have not been delayed beyond the initial delay associated with final approval of the grant agreement.

The remaining work to be completed on this task includes preparing the Final EIR, including the pot of the portions of the Mitigation and Monitoring Plan associated with the Resource Recovery Park. This information will be incorporated, as appropriate, into other permits (Coastal Grading, Waste Discharge Requirements from the Regional Water Quality Control Board, Air Quality, etc.). Task 1 is 60 percent complete, and anticipated to be finished by March 2002.

Task 2: Reuse Center Design. (6/16/01 to 8/30/01)
Subtasks: 2.1-2.6. Activities: Construction Drawings and Specifications for design of the Reuse Center building of the Resource Recovery Park.

During this reporting period (June 1, 2001-November 1, 2001), Authority staff met with the County Engineer Arthur Reeve to consider ways to cost-effectively obtain Construction Drawings and Specifications for the Reuse Center building and associated amenities. This discussion resulted in a conceptual agreement that:

  1. The Authority should procure the services of a professional designer and/or architect (Designer) familiar with the layout, dimensions, and requirements of a Reuse Center similar to the one described in the Resource Recovery Park Feasibility Study (Liss & Associates)
  2. This Designer should not begin work until the Authority Board has made a final selection of the Transfer Station site.
  3. The Authority staff should work with the County Engineer and the Community Development Department to establish a Memorandum of Understanding or similar agreement as required to clarify expectations regarding scope and timing of tasks and compensation to the Engineering Department to provide the following services: based on the information provided by the Designer and Authority staff, prepare Construction Drawings and Specifications with an adequate level of detail to solicit bids for construction of the Reuse Center Building.

Upcoming activities will also include drafting and release of a Request for Proposals (RFP) to hire a Designer and/or Architect to guide Authority staff and the County Engineer during the preparation of the Construction Drawings and Specifications. Task 2 is five percent complete, and anticipated to be finished by May 2002.

Task 3: Resource Recovery Park Legal Agreements. 6/1/01 to 10/15/01)
Subtasks: 3.1-3.4. Activities: RRP Administrative and Tenant Agreements, Modification of Draft TS Operations Agreement as necessary to allow for multiple tenants on the TS property.

During this reporting period (June 1, 2001-November 1, 2001), the TS Operations Agreement was drafted, and it includes provisions allowing for the Authority to approve or designate employees or companies to conduct salvage and recovery of materials from the TS tipping floor. This draft agreement will be subject to further negotiation with the selected TS Operator. As the Authority Board has recently decided to re-release an RFP to select a TS Operator, the soonest a TS Operator could be selected and available to negotiate this Agreement will be in March 2002. Task 3 is five percent complete, and anticipated to be finished by June 2002.

Task 4: Food Bank Refrigerator. (6/1/01 to 2/1/02) 
Subtasks: 4.1-4.5. Activities: Order reach-in refrigerator, install at the Community Assistance Network's (CAN's) Food Bank, monitor usage.

During this reporting period (June 1, 2001-November 1, 2001), the reach-in refrigerator was ordered, delivered, installed, stocked with donated food, and used by CAN's Food Bank Program. Task 4 is 90 percent complete, with the only remaining activity being monitoring of usage of the refrigerator.

Task 5: Grant Administration. (6/1/01 to 3/1/02) 
Subtasks: 5.1-5.5. Activities: Financial management, preparing grant reports, and related expenses for printing, postage, and phone.

The Authority's Reuse Assistance Grant submitted on March 9, 2001 was approved in April 2001, and the Grant Agreement was executed on June 18, 2001. During this reporting period (June 1, 2001–November 1, 2001), Authority staff prepared this progress report, and processed invoices related to major Task 4. Task 5 is ten percent complete, and anticipated to be completed by the end of the grant period.
