City of Arcata Reuse Assistance Grant Project
(Part 3: May 1, 2002 to November 1, 2002)

 

Project Description

The City of Arcata spurred the salvage and reuse of building materials generated from construction, demolition and deconstruction projects with the expansion of an existing reuse facility, and through aggressive education outreach. Expanded the nonprofit Arcata Community Recycling Center's Reusables Depot facility space to enable it to accept and market recovered building materials beyond its original capability. Developed programming to educate building contractors on the availability of the Reusable Depot as an alternative to disposal of building materials. Marketing efforts also focused on establishing the Reusables Depot as a source of affordable building materials for Arcata residents and surrounding Humboldt County.

The steps required to accomplish their project are as follows:

Task 1: Develop Agreement with Contractor. (5/1/01 to 5/31/01) 
A contract for services and other activities as outlined in the Reuse Assistance Grant was developed, and entered into, by and between the City of Arcata and the Arcata Community Recycling Center (ACRC). The contract references the approved task list as the basis for the contractor's contractual obligations to the City. Task 1 is 100 percent complete.

Task 2: Permitting and Approval Process for Building. (6/1/01 to 6/30/01)
On July 24, 2001 the Arcata Community Recycling Center entered into an Agreement with Danco Builders to construct a 35-foot addition to ACRC's existing Reusables Depot operations. Preliminary designs were drafted for presentation to the City's Design Review Committee.

On August 28, 2001, the contractor was notified that the Application for the Warehouse Addition was complete and would be reviewed by the City of Arcata Design Review Committee at their September 5, 2001 meeting.

On September 5, 2001, the City of Arcata Design Review Committee approved preliminary design work for the Warehouse Addition. The City of Arcata requires commercial property owners to expend a minimal percentage of project costs towards meeting ADA requirements. ACRC occupies an older building and this project requires the contractor to upgrade facilities to meet this requirement.

The contractor and Danco builders agreed on strategies to meet this requirement. ACRC will be installing a ramp so that the Administrative offices are handicapped accessible. Restrooms will also be modified to accommodate wheel chair access. This action will generally bring ACRC into compliance with the ADA. Ramp and restroom designs are in process with an anticipated completion date of November 5, 2002.

The contractor has completed soil testing on site. The property was found to have a clay base suitable for the structure. The ACRC is located at a former Standard Oil Bulking Facility as a soils report will be required prior to issuance of Building Permits. Monitoring Wells are on site and test readings were taken September 11, 2001. This report will be reviewed by the building department to determine proper handling techniques for excavated soils.

Applications for building permits should be completed prior to the end of November 2002, assuming the contractor encounters no other unknown circumstances. Task 2 is 80 percent complete.

Task 3: Building Expansion/Warehouse Addition. (7/1/01 to 9/1/01)
Task 3.0.1.1. Design and Engineering. As stated in Task 2, the City's Design Review Committee approved preliminary building designs. This approval allowed the contractor to begin final Design and Engineering of the facility expansion. Task 3 is five percent complete.

Task 4: Design and Print Building Material Reuse and Recycling Resource Guide and Other Promotional Brochures. (7/1/01 to 7/10/01) 
No activity has occurred on Tasks 4 through 15 to date. ACRC's proposal assumed the addition of one full-time position to oversee the recovery and marketing of salvaged building materials. The contractor intends to fill this position approximately 30 days prior to occupancy of the new structure. The envisioned timeline allowed the contractor to coincide interaction with the construction industry and their ability to accept materials. Tasks 4 through 15 are programmatic and will be scheduled to coincide with facility completion.

Task 4.1: Print Resource Guide and Other Brochures. (7/10/01 to 7/15/01)
No activity has occurred on Tasks 4 through 15 to date. ACRC's proposal assumed the addition of one full-time position to oversee the recovery and marketing of salvaged building materials. The contractor intends to fill this position approximately 30 days prior to occupancy of the new structure. The envisioned timeline allowed the contractor to coincide interaction with the construction industry and their ability to accept materials. Tasks 4 through 15 are programmatic and will be scheduled to coincide with facility completion.

Task 4.2: Distribute Guide to Area Contractors Through Permit Process. (9/1/01 to ongoing)
No activity has occurred on Tasks 4 through 15 to date. ACRC's proposal assumed the addition of one full-time position to oversee the recovery and marketing of salvaged building materials. The contractor intends to fill this position approximately 30 days prior to occupancy of the new structure. The envisioned timeline allowed the contractor to coincide interaction with the construction industry and their ability to accept materials. Task 4.3: Develop Database for Direct Mail to Contractors. (7/1/01 to 7/31/01)

The contractor intends to fill this position approximately 30 days prior to occupancy of the new structure. Task 5: Erect Building. (9/1/01 to 9/30/01)

Task 6: Add Staff for Management of Building Materials Program. (9/1/01 to 9/30/01)
