LEAs had two opportunities to provide input on the Permit Toolbox at the August 2000 LEA Conference: Suggestion Box25 suggestion forms were completed and submitted at the Permit Toolbox web demo booth:
Questions, Answers and Discussions from the Mini-TalkQuestion - Are any stand-alone tools on line yet? Answer - Not yet. I’m hoping to post a few of the stand-alone tools by next month. Question - Are you doing all the programming for all of the Permit Desk Manual? Answer - So far, I’m doing everything. Later I will need help. That’s why I emphasized LEAs' involvement. Question - When will this project be finished? Answer - Hopefully Spring 2001. Some tools will be posted as they become available. Question - Will the Permit Desk Manual be available to operators and consultants? Answer - These are public documents and anyone can look at them. The site would also be designed to be helpful to operators and consultants. Question - Would it be possible to fill out a permit on line? Answer - This is also a possibility. Question - Are electronic signatures valid? Answer - We will look into this. LEAs are hoping for electronic signatures for "proposed permits". Question - Is there benefit to CD-ROM? Answer - This type of information would also work on CD-ROM. The individual page size will make it down load quickly, regardless. The on-line version would be updated more quickly. Question - If I am following directions and there are changes, how will I get changes. How can I get a record of changed or archived information. Answer – Every page will be date stamped as it is updated. All LEA e-mails will be sent whenever the site is updated. Also, a "what's new" page will direct attention to most recently updated pages. Other possibilities discussed included using a strikeout feature, special archive index, or links to previous versions. Question – Can this be put on line as soon as possible before 2001. Answer – Some sections can be on line before the entire site is live. Other sections will have to wait. Question – Would the "Permit Manager" tool require a LEA ID Number? If so, who creates it? Answer – If this feature can be developed, a personal identification number (PIN) may be required for site security. Question - Is any of this on line now? Answer – Many of the resources are already on LEA Central but are not organized around the permit process. Completion date should be spring of next year. Question - How can LEAs help if they don’t have access to site? Answer - Provide permit strategies and sample documents that you could share with other LEAs. Also send e-mail or call Jon Whitehill with any suggestions. Seeing the example at the conference will hopefully help generate ideas. Question - Can LEAs help design? Answer - Yes. Send e-mails with page ideas. Comment – Please make it possible for operators and LEAs to track applications online. Comment - On the CEQA page, operators should be reminded to contact the LEA early on.
