DRS Web Report

The Board has created a group of web-based reports enabling customers to access DRS data on the reported tons of California solid waste disposed at permitted landfills, the tons imported to or exported from California, and the tons of alternative daily cover. Customers can choose from reports displaying waste origin (where it was produced), or destination (where the waste was disposed). Customers can look at statewide data, or select the city, county, regional agency or disposal facility they wish to see.

eDRS

To simplify the reporting process for both the new and continuing data requirements, the California Integrated Waste Management Board (Board) is developing a modern electronic Disposal Reporting System (eDRS). Notification will be provided to affected parties when the new eDRS system is available.

Revised Regulations

Revised DRS regulations became effective on January 1, 2006. The DRS regulations are found in Title 14, California Code of Regulations (CCR), Sections 18800-18814.11.

The revised regulations were reorganized into a more user-friendly format with sections specific to each entity in the DRS (i.e., haulers, facility operators, agencies, jurisdictions, and districts). Revisions to the regulations included:

  • New requirements for scales and weighing at solid waste facilities,
  • Increased frequency of asking haulers about where their waste is from (i.e., origin surveying of more loads),
  • DRS training requirements,
  • Additional tracking of specific waste types by city or county where the waste is from,
  • Additional reporting,
  • Increased access to records, and
  • More specific non-compliance processes.

DRS Training

To assist with DRS training required by the revised regulations, the Board has developed training modules and templates for optional use by haulers, solid waste facility operators, and agency disposal report coordinators. Draft modules and templates are located on the DRS Training page.

DRS Templates

The Board provides templates to assist facilities with meeting the DRS requirements.

To assist counties with their reporting requirements, the Board is also developing an electronic Disposal Reporting System (eDRS).

How is the Disposal Reporting System used?

Local officials use data from the system to calculate their diversion rate estimates. (Select Diversion Rate Measurement for more information.)  The system is also used to:

What is included in "disposal"?

Disposal includes:

  • All solid waste disposed by all sources (residents, businesses, institutions, self-haul, construction and demolition sites, military bases, government agencies, etc.).
  • All solid waste disposed at Board-permitted landfills and transformation facilities.
  • All solid waste exported out of state for disposal.

This "equation" demonstrates what comprises disposal:

Actual Disposal Tonnage    = All Tons Disposed at Board- Permitted Landfills     + All tons Disposed at Board- Permitted Transformation Facilities    + All Tons Exported Out of State

Local Requirements

Counties and regional agencies may impose more stringent disposal reporting requirements than those imposed by the state. Because of this, waste facility operators should contact the appropriate county or regional agency disposal reporting coordinator to ensure satisfactory reporting.

Legal Requirements and Advisories

For a complete listing of all reporting due dates, and more information on the Disposal Reporting System, please refer to Title 14 of the California Code of Regulations, Article 9.2, Sections 18800 through 18814.11 and Public Resources Code Section 41821.5. The LEA (Local Enforcement Agency) Advisory #48 offers information regarding the use of alternative daily cover and alternative intermediate cover.

Waste Imported from Indian Country

Effective January 1, 2006, all disposal reported to the Board in each County/Regional Agency's quarterly disposal report that originates from Indian country should be assigned to the individual Indian country of origin in the Disposal Reporting System. Disaster Waste

DRS regulations require disaster waste tonnage to be tracked by jurisdiction of origin. More information and links are provided in the Disaster Waste Basic.

DRS Records Review

DRS regulations allow the various parties involved in DRS to review records pertaining to them. If there are questions concerning disposal reports, then affected parties may want to investigate the data used to compile the reports. The CIWMB provides a sample letter (MS Word 2003, 208 KB) designed to help jurisdictions set up a review of hauler or facility records.
