Electronic Annual Report

The CIWMB's Electronic Annual Report (EAR) helps jurisdictions reduce the time and effort needed to complete their legally required annual self-evaluation of solid waste diversion performance. The Board-designed advanced reporting system has been used by nearly all California cities, counties and Board-approved regional agencies beginning with the 2000 report year.

Jurisdiction contacts use their unique password to log in to the EAR.  If you are not a representative of a jurisdiction with reporting responsibilities, please use the tour.

Those who tour a public version of the Electronic Annual Report see all report sections, including those which are only required for counties and regional agencies, and not for cities. Because it is only a tour, there is no opportunity to input data or to calculate a diversion rate. A functioning public version of the blank diversion rate calculator and the Board's program implementation database (PARIS) are available elsewhere on LG Central.

Electronic Annual Report Features

Board staff developed this tool with local government users in mind. It enables jurisdictions to fill out—and submit—their annual reports from the convenience of their Internet-connected personal or workplace computer.

Looks familiar: The Electronic Annual Report follows the Board’s existing model, which jurisdictions have used for years. It also incorporates the CIWMB's diversion rate calculator, which makes the adjustment method calculation as easy as clicking a button.

Private and secure: A unique password assigned to each city, county, or regional agency ensures each jurisdiction only sees their draft annual report. All information sent over the internet is protected using powerful encryption technology. Members of the public will only be able to view final versions of the reports.

Available 24/7: You can save your diversion rate calculation, your discussions about implementation of your local planning documents, your updated program information—all elements of the annual report—and come back to finish them later. You can print out your report at any time.  If your managers or government leaders want to make their own edits, no problem. Just log back in and make all the necessary changes.  The Electronic Annual Report is open for business 24 hours a day, 7 days a week.

Simple, yet smart: With the system as your guide, you see only those portions of the report you need.  Based on your answers to specific questions, the system informs you about additional reporting requirements.  The Electronic Annual Report can handle generation-based calculations and biomass diversion credits; it even knows whether your jurisdiction has a Board-approved SB 1066 time extension or alternative diversion requirement.

Integrated: The Electronic Annual Report draws program data from the Board’s PARIS database and disposal data from the Board’s Disposal Reporting System (DRS) database.  Users can update their PARIS program listings for the current report year, add to the notes, and assist Board staff in correcting erroneous information for prior years.

Compatible: The Electronic Annual Report does not require the user to buy special software.  All you need is a personal computer, an Internet connection, and a version 4 or higher browser, such as Netscape or Internet Explorer.

Saves paper: The new system reduces the need to collate and attach many different pieces of paper. Jurisdictions won’t need to return hard copies of the planning annual report information system (PARIS) reports.

Confirms report submission instantly: When you are ready to submit your annual report to the Board, the Electronic Annual Report compiles an easily printable summary of what you have entered and checks your data for completeness.  If there is missing information, it offers a link back to the specific questions you need to answer. After you file your report, it sends you an e-mail notifying you of your successful filing.

Streamlines the review process: The Electronic Annual Report assists the Board in tracking annual report submissions and in monitoring its review of those documents in a timely fashion, as required by law.
