In 2002, the California Integrated Waste Management Board offered a training course on load checking. This
was the second in a series of
course offerings being developed as part of the Board’s four-year pilot
Landfill
Operator/Inspector Certification Program.
Load Checking
Load checking utilizes a solid waste operator’s best
efforts to identify and prevent hazardous and other prohibited wastes from
entering the solid waste stream. Training of solid waste personnel is essential and has the following benefits:
- Reduce potential environmental cleanup and Superfund liability
- Protect workers and equipment against potential hazards
- Protect public reputation by minimizing illegal disposal
- Enforce non-acceptance of prohibited wastes
- Assist customers with alternative waste treatment and disposal arrangements
- Satisfy federal, state, and local regulatory requirements
Workshop Goals
- Understand why load checking is conducted
- Learn what to look for during load checking activities
- Become skilled at safely reviewing waste loads

- Demonstration of incompatible household chemicals
- Benefits of load checking
- Regulatory requirements related to waste acceptance

- Waste management handling practices
Location
This training was originally offered in 10 locations.
However, due to much demand, an additional 4 venues were added in Sacramento,
Richmond, Bakersfield, and Riverside.

Summary
310 people attended the training including landfill
personnel, operators, LEA staff and CIWMB staff. Attendees were offered 4-6
hours of CEU credits for this workshop. Larry Sweetser of Sweetser and Associates developed the curriculum and taught the classes.
