Local Enforcement Agency (LEA) Training Dangerous Duo: Clandestine Drug Lab and Pesticide Hazards Training |

This training was held in three locations from March-April 2007 and was attended by 39 CIWMB Board
staff, LEA staff and other local county staff. Class OverviewThis one-day class focused on two different topics. One half of the day dealt with clandestine drug labs and discussed topics such as basic methamphetamine (meth) information, types of chemicals common to meth labs, problems resulting from meth labs, Department of Toxic Substances Control (DTSC) technical assistance. The other half of the day focused on pesticide hazards. Specifically, hazard communication for pesticides, basic pesticide toxicology and California Department of Pesticide Regulation (CDPR) guidelines for response to pesticide events.Class ObjectivesClandestine Drug Labs
Pesticide Hazards
Instructors, Presentations and MaterialsAllen Freihofer. Allen worked for the CIWMB for 10 years inspecting landfills and transfer stations before moving to The Department of Toxic Substances Control (DTSC) in 1989. He has 16 years experience serving as a DTSC Emergency Response Duty Officer responding to chemical emergencies involving clandestine drug labs and other hazardous materials incidents. Presentation:
Class Materials:
Harvard R. Fong. Harvard has been with the Department of Pesticide Regulation's (DPR) Worker Health and Safety Branch since 1980. He has conducted several pesticide exposure studies, including the Mather Methyl Bromide Structural Study and the Jazzercise Dermal Transfer Study. He developed the "California Roller" device used in surface transfer studies and has authored over 50 health and safety reports for CDPR. He has been certified by the American Board of Industrial Hygiene since 1994 and is a member of the American Conference of Governmental Industrial Hygienist. Harvard is also a guest lecturer for the U.C. Berkeley Center for Occupational and Environmental Health. As the Senior Industrial Hygienist at CDPR, he provides consultative assistance to other government agencies investigations of pesticide exposure events, including on-site evaluation of facilities and procedures. He provides training in pesticide safety issues and is lead technical person for regulatory development of personal protective equipment requirements. He has a Bachelor’s in Genetics from U.C.
