Local Enforcement Agency Correspondence Labor Transition Plan Requirement for New Final Closure Plans |

Date: January 7, 2004 To: All Local Enforcement Agencies This all LEA e-mail was sent on behalf of the LEA Support Services and Howard Levenson, Deputy Director, Permitting and Enforcement Division of the California Integrated Waste Management Board. The purpose of this e-mail is to provide notice of a new requirement (statute) enacted with the passage of AB 1497, affecting solid waste landfill final closure plans. Generally, the statute requires that landfill operators submit a "Labor Transition Plan" (LTP) and a certification respecting the LTP (Word 97/6.0, 24 KB or Adobe Acrobat PDF, 23 KB) to the EA when the operator submits its final closure plan. The attached letter (Word 97/6.0, 144 KB or Adobe Acrobat PDF, 40 KB), which is also being sent to owners and operators of active solid waste landfills, delineates the responsibilities of the operator, EA, and CIWMB regarding this new requirement.
