The Board's Enforcement Agency (EA) Section was created in order to ensure that the Board fulfills its duties and responsibilities when serving as the solid waste EA for a particular jurisdiction. The Board may become the EA if a local agency is not designated and certified or if the Board finds that the local agency is not fulfilling its duties and responsibilities as the LEA. In addition to its administrative functions, the EA Section duties and responsibilities include closure, enforcement, inspection, and permitting of solid waste facilities and operations as well as disposal sites. Similar to a LEA's Enforcement Program Plan, the EA Section developed the Enchiridion, which describes the EA Section's closure, enforcement, inspection and permitting procedures. The Board is currently serving as the EA for the Cities of Berkeley, Paso Robles, and Stockton and the Counties of San Luis Obispo, Santa Cruz, and Stanislaus.
