2000 Compostable Materials Regulatory Initiatives

The CIWMB's 1993 composting regulations, did not fully address the issues associated with the various components of the organic materials processing industry. For instance, they did not require a permit for chipping and grinding operations, yet some chipping and grinding operations posed the same health and environmental risks as composting facilities.

Therefore, in 2000 the CIWMB embarked on a rulemaking process to address various issues, including placement of these facilities and operations into the regulatory tiers structure. The Office of Administrative Law approved the regulations on April 4, 2003 and they became immediately effective.
