Notice of Funding Availability--2007/2008 Cycle, Landfill Closure Loan Program
The CIWMB announced an original notice of funding availability (NOFA) with an application deadline of January 2, 2008 and is now announcing this second NOFA with an application deadline of March 3, 2008.
The California Integrated Waste Management Board (CIWMB) is authorized to award interest-free loans to operators of unlined, older-technology landfills who desire to close early to avoid or mitigate potential environmental problems caused or threatened by continued operation of the site. Landfill Closure Loan Program (LCLP) loans are awarded on a competitive basis. Applicants must complete and submit an application to the CIWMB.
Funding
The CIWMB is offering approximately $500,000 in competitive, interest-free loans under this Notice of Funding Availability. The LCLP anticipates awarding loans by June 30, 2008. Loans shall be repayable over a period not to exceed ten (10) years. Maximum loan amounts may not exceed $500,000 per landfill project.
Eligibility
Eligible applicants are limited to operators of unlined, older-technology landfills who desire to close early to avoid or mitigate potential environmental problems caused or threatened by continued operation of the site. Landfills must have a current solid waste facilities permit, and must be using a trust fund(s) or enterprise fund(s) as financial assurance mechanism(s) to fund landfill closure. The mechanisms must be in compliance with the current required level of funding and meet all other requirements provided in Title 27, §22200 et seq. The operator must be able to repay the loan in a timely manner, promptly and properly close the site, and adequately maintain the site once it is closed.
Priority
The highest funding priority will be given to those landfills demonstrating the highest degree of risk to public health and safety, are small, located in a rural area, have approved closure and postclosure maintenance plans and propose complete closure of the site.
Eligible Projects
Loan proceeds may be used for any and all purposes related to the closure of an eligible landfill as approved by the CIWMB, including, without limitation, construction costs consistent with the landfill’s approved final closure plan, planning and design costs necessary to prepare the final closure and postclosure maintenance plans, costs of preparing environmental documents associated with the final closure and postclosure maintenance plans or closure, and governmental fees associated with the final closure and postclosure maintenance plans or closure.
Application Deadline

Complete applications, including all necessary attachments but excluding approved resolutions or letters of authorization, if applicable, must be postmarked or received by the CIWMB, at 1001 I Street, Sacramento, California, no later than Monday, March 3, 2008. Applications postmarked or received after Monday, March 3, 2008 will not be accepted and will be returned to the applicant. Only mailed or hand-delivered applications will be accepted. Faxed or e-mailed applications will not be considered.
