Mr. William Albright, Research Hydrogeologist

Mr. Albright received an M.S. in Hydrogeology from the University of Nevada, Reno and a B.S. in Environmental Toxicology from the University of California (UC), Davis. Currently he is a research scientist at Desert Research Institute, University of Nevada. Mr. Albright’s research and experience are focused on the movement of water in the vadose zone and, in particular, very dry soils. These studies include soil property measurements and hydrologic impacts of waste facility design. Mr. Albright's Master's Degree at the University of Nevada, Reno, was focused on utilizing the concepts of vadose zone hydrology to design a low-permeability component of a hazardous waste site. Other research interests include the spatial and temporal distribution of solutes in winter precipitation and their contributions to runoff chemistry.

Mr. Lawrence Lansdale, P.E., Civil Engineer

Mr. Lansdale is a professional engineer in California with over 11 years of professional experience as a consulting engineer.  Mr. Lansdale has participated in a wide variety of projects, with an emphasis on solid waste, including geotechnical and water resource evaluations. He received an M.S. and a B.S. in Civil Engineering from San Diego State University.  His background also includes project management experience in proposal preparation and negotiation, contractor coordination and oversight, regulatory agency coordination and negotiation, and supervision and monitoring of field activities.

Dr. Paul Rosenfeld, Ph.D., Remediation Scientist

Dr. Rosenfeld is a multifaceted landfill scientist with over ten years of experience in conducting soil, water, and air quality monitoring, modeling, and risk assessment. Dr. Rosenfeld received a B.A. in anaerobic digestion from UC Santa Barbara, an M.S. in environmental science from Berkeley and a Ph.D. in soil chemistry from the University of Washington. Dr. Rosenfeld is now an Adjunct Professor at San Diego State conducting research on soil remediation and restoration. Dr. Rosenfeld is also a Post Doctoral Fellow at the University of Southern California conducting research on biofiltration of volatile organic compounds (VOCs) and a Staff Scientist at UCLA working on reducing VOC emissions from compost facilities. In addition, Dr. Rosenfeld is a consultant for Komex H20 Science. Dr. Rosenfeld specializes in remedial design and implementation of soil, water, and air pollution investigations.

Michael Wochnick, P.E., Senior Waste Management Engineer

Mr. Wochnick received his B.S. in Civil Engineering from California State University at Sacramento. He has over 20 years of professional experience in the field of waste management. Since 1991 he has been in charge of the California Integrated Waste Mangement Board’s Closure and Technical Services Section which is responsible for the oversight of landfill closures, postclosure land uses, and other technical design and remediation issues at landfills. Prior he was in charge of the Regulation and Enforcement Unit at the Lahontan Regional Water Quality Control Board responsible for the oversight of all waste discharges including landfills, mining facilities, wastewater treatment, and non-point sources.

Peter Fuller, Associate Engineering Geologist

Mr. Fuller is a graduate of California State University at Los Angeles in Geology/Geography. He has over 30 years of professional experience with both private and State service in the fields of water and water quality. He is presently responsible for providing professional consultation to the staff of the Regional Water Quality Boards, other governmental agencies, and the public. His duties include hydrogeologic matters pertaining to the laws and regulations governing the disposal of wastes to land. Peter is also responsible for the coordination of California’s U.S. EPA-sponsored Alternative Cover Assessment Program.
