Landfill Facility Compliance Study

Status of Study

The tasks below produced eight deliverables. The Results page contains a table enabling you to view all of the deliverables.

Phase I:

Phase I includes a comprehensive inventory and assessment of  224 municipal solid waste (MSW) landfills in California for the time period from January 1998 through December 2001 that have accepted waste since October 9, 1993.

Task 1:  
Develop a Checklist of Pertinent Environmental Regulatory Requirements

  1. The final checklist was posted on April 11, 2002.
  2. A response-to-comments letter (Adobe PDF, 281 KB) prepared by the contractor that indicates what action was taken with comments received on the draft checklist of regulatory requirements was posted on May 1, 2002.

Task 2:  
Develop Landfill Database of Existing Facilities (Comprehensive Inventory)

  1. The cross-media inventory of 224 California MSW landfills was posted on April 9, 2003.
  2. A response-to-comments letter (Adobe PDF, 55 KB) prepared by the contractor that indicates what action was taken with comments received on the draft cross-media inventory of 224 landfills was posted on May 21, 2003.

Task 3: 
Perform a Screening Analysis of the Landfills and Report on Results

  1. The draft Phase I report (Results of Screening Analyses of 224 California MSW Landfills) was posted on October 7, 2003. It was presented to the Board at the Board's October 15, 2003, meeting. Report body, Appendices A and B-1 (Adobe PDF, 467 KB). Remaining appendices (Adobe PDF, 393 KB).
  2. The final Phase I report (Results of Screening Analyses of 224 California MSW Landfills) was posted December 22, 2003.

Note: The remaining capacity reported for landfills in the draft Phase I report was corrected from 1.2 billion cubic yards to 1.5 billion cubic yards in the final Phase I report.

Phase II:

Phase II includes a regulatory assessment of 53 MSW landfills (40 landfills selected from Phase I and 13 landfills that closed prior to 1993) to evaluate the effectiveness of current regulatory requirements in controlling environmental impacts over time and recommend ways to improve the multimedia regulation of MSW landfills.

Task 4: 
Collect Detailed Data on 40 Landfills Selected From Phase I and 13 Landfills That Closed Prior to 1993

  1. The in-depth information on 53 MSW landfills was posted on September 17, 2004.

Task 5: 
Perform an Analysis of the Detailed Data Collected on the 40 Landfills Selected From Phase I and the 13 Landfills That Closed Prior to 1993 and Report on Results

  1. The draft Phase II report (Evaluation of Regulatory Effectiveness Based on a Review of 53 MSW Landfills--Adobe PDF, 441 KB), was posted on July 7, 2004. It was presented to the Board at its June 15-16, 2004 meeting.
  2. The final Phase II final report (Evaluation of Regulatory Effectiveness Based on a Review of 53 MSW Landfills), was posted on September 17, 2004.

Task 6:  
Evaluate MSW Landfill Regulations From Selected States and Countries

  1. GeoSyntec finalized the list of states and countries to be evaluated (Adobe PDF, 174 KB).
  2. The draft Task 6 report (Review of MSW Landfill Regulations From Selected States and Countries—Adobe PDF, 556 KB) was posted on April 1, 2004. It was presented to the Board at its April 13-14, 2004 meeting.
  3. The final Task 6 report (Review of MSW Landfill Regulations From Selected States and Countries) was posted on September 17, 2004.

Task 7:  
Identify Emerging Technologies

  1. The draft Task 7 report (Study of Emerging Technologies in Waste Management for MSW Landfills--Adobe PDF, 1.5 MB) was posted on November 12, 2003. It was presented to the Board at the Board's November 18-19, 2003, meeting.
  2. The final Task 7 report (Study of Emerging Technologies in Waste Management for MSW Landfills) was posted on December 22, 2003.

Task 8:  
Prepare Final Project Report

  1. The draft Task 8 report (Summary of Findings and Comprehensive Recommendations--Adobe PDF, 279 KB) was presented to the Board at its June 15-16, 2004 meeting.
  2. The final Task 8 report (Summary of Findings and Comprehensive Recommendations) was posted on September 17, 2004.
  3. Comments to draft Task 8 report were posted October 4, 2004.
