Electronic Product Management: Implementing SB 20

Manufacturer Reporting Information

The California Electronic Waste Recycling Act of 2003 (SB 20, Chapter 526, Statutes of 2003, as amended by SB 50, Chapter 863, Statutes of 2004) established a system for the collection and recycling of certain electronic wastes. The Act specifically targets video display devices with screens greater than 4 inches measured diagonally.

Under the law, manufacturers of Covered Electronic Devices (CED) are required to annually report specific information on their covered devices. Manufacturers who must report include all brand named product sold in California in 2004. Under the Act, all products were required to be labeled with the manufacturer's name or brand label as of January 1, 2005.

Attention: Manufacturer Reports are due by July 1, 2008.

The manufacturer report is due on or before July 1 of each year, covering the previous calendar year. The CIWMB has updated guidance available through its Publications website. An updated reporting template form (CIWMB 242, revised April 2008) is available to assist in complying with regulations.

Pursuant to statute (Public Resources Code section 42465.2) and regulation (Title 14, California Code of Regulations, 18660.41), annual manufacturer reports must include:

1. General Information
2. Sales Data
3. Material Reporting
4. Recyclable Content
5. Design for Recycling
6. List of Retailers Notified
7. Consumer Information

Reporting Due Date: Annually on July 1.

The manufacturer report is due on or before July 1 of each year starting July 1, 2005, covering the previous calendar year. The report due on July 1, 2005, must include the required information on all covered electronic devices sold by the manufacturer in the 2004 calendar year (January through December). The manufacturer is responsible for the preparation of the report covering their activities, even if a “collective report” is submitted on their behalf.

  • Compact disc contain the report in MS Word (preferred in order to save paper) mailed to above address.
  • E-mail to ewaste@calepa.ca.gov. Please ask for verification of receipt. Due to file size limits, large files (5 MB or larger) may not transmit via e-mail.
  • Hard copy mailed to above address; return receipt is suggested.
