Summary of Compliance With Plastic Trash Bag Certification Requirements for 2003 Reporting Period

The following summary is based on certifications received by the California Integrated Waste Management Board for the 2003 reporting period. If your company is listed as failing to certify and you are not a trash bag manufacturer or wholesaler, or believe the company should not be listed, please contact us (see the bottom of this page for contact information).

Requirements of Public Resources Code section 42290 et seq.

Plastic Trash Bag Manufacturers
Plastic trash bag manufacturers selling trash bags in California are required to meet either one of the following:

  • Ensure that its plastic trash bags contain a quantity of recycled plastic postconsumer material (RPPCM) equal to at least 10 percent of the weight of the regulated bags.
  • Ensure that at least 30 percent of the weight of material used in all of its plastic products intended for sale in California is RPPCM.

Wholesalers
Wholesalers are required to certify the names of trash bags manufacturers from which they purchased plastic trash bags.

Our database may not have captured all manufacturers or wholesalers that are required by law to submit certifications to the Board. Therefore, if a trash bag manufacturer or wholesaler (defined as any company that purchased trash bags from a manufacturer for resale), that sold regulated bags in California during the reporting period is not on the compliant list, then that company will be considered noncompliant for not submitting the required certification.
