1999 Trash Cutter Awards Program Case Studies
City of Pittsburg: Best Procurement Program
Program Description
The city's procurement policy, adopted in 1998, demonstrates the city's commitment to recycling by purchasing recycled-content materials and fostering markets for recycled materials. The city is also purchasing re-refined oil for all its vehicles, recycled-content plastic lumber benches at the city golf course and converting city letterhead, envelopes, business cards, and many other print items to recycled-content paper. Implementing the policy has increased employee awareness of recycled-content procurement opportunities and debunked myths regarding the quality of recycled products.
Program Summary
The City of Pittsburg adopted and passed a recycled products procurement policy in 1998. This policy demonstrates the city's commitment to recycling by purchasing recycled materials. The Environmental Affairs Division and the Purchasing Division are managing the recycled procurement program. However, the Standards Committee adopted the recycled products procurement policy when they established a new city office supply catalog standardizing office supplies. Many items within the catalog are products made with recycled materials.
Other successes within the city include purchasing re-refined oil for all city vehicles, plastic lumber benches at the city municipal golf course, converting city letterhead, envelopes, etc. to recycled paper, purchasing recycled cement and steel recycling receptacles, purchasing tire tree ties, requesting reports on recycled paper in new hauler/recycling franchise agreements and many other items.
Benefits
The implementation of the policy has increased the level of awareness of employees with regard to purchasing materials made with recycled materials and debunks myths regarding the quality of recycled products.
