Information from each comprehensive trip log is key data entered as well as scanned as an image document into WTMS. The WTMS automatically cross-references all waste tire pickups and deliveries to account for all waste/used tire transactions between the waste tire hauler and generators and/or end use facilities.

Followup and Enforcement Activities

CIWMB will use the information generated by the comprehensive trip log to ensure that all waste or used tires generated and transported within California have been accounted for and delivered to permitted end use facilities. Discrepancies will be actively enforced. SB 876 increased the maximum civil penalties for violations of the waste tire hauling and manifesting requirements from $10,000 to $25,000 per violation per day as described in Public Resources Code (PRC) Section 42962, and increased administrative penalties from $1,000 to $5,000 per violation per day.

The Board provides enforcement grant funds to local enforcement agencies statewide to conduct routine inspections of waste tire generators and haulers within their jurisdictions. The California Highway Patrol (CHP) also conducts routine flyovers throughout the state to detect tire piles, in addition to setting up random check points for tire haulers where hauler registration and manifests are checked for accuracy. Violators are cited under the California Vehicle Code, Section 31560.
