Tire Grants
Notice of Funds Available: Rubberized Asphalt Concrete (RAC) Chip Seal Grant Program (FY 2007/08)

The California Integrated Waste Management Board (CIWMB) administers tire grant programs to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. The RAC Chip Seal Grant Program provides assistance to local governments to fund RAC chip seal projects for road repair and maintenance.
Applicant Eligibility
Cities, counties, and qualifying Indian tribes that fund public works projects located in California are eligible to apply for this grant program.
Applicants may qualify at one of two funding levels:
- New user (completed two or less RAC chip seal projects); and
- On-going user (completed three or more RAC chip seal projects).
Product/Project Eligibility
Projects must be located in California, and:
- Pave a minimum area of 35,000 square yards with RAC chip seal material; and
- Use a rubberized binder that contains a minimum of 300 pounds per ton (equivalent to 15 percent by weight) of tire-derived crumb rubber; and
- Use crumb rubber derived from 100 percent California waste tires.
Funding Availability
- $2,500,000 available for fiscal year (FY) 2007/08
- $7,000 to 150,000 per grant award
- 60 percent of the total funding available will be set aside to fund projects from eligible rural entities.
Funding available per grant is based on the reimbursement rates for the type of user:
- For new users: $1.00 per square yard of RAC chip seal used
- For on-going users: $0.20 per square yard of RAC chip seal used
Grant Term
The anticipated term of the grant is approximately two years depending on the month in which the application was awarded. The official start date for each grant will commence upon grantee's receipt of a formal notification entitled "Notice to Proceed" (NTP) from the CIWMB. Thus, the grant term for all RAC Chip Seal grants is from the NTP date through April 2, 2010.
At their own risk, proposed grantees may elect to begin incurring grant-eligible expenses upon award of the grant; however, proposed grantees are advised that funding of the grant award is contingent upon:
- Payment by the proposed grantee of any outstanding debts, or bringing current outstanding payments, owed to the CIWMB within 90 days of the date of the award, and
- Returning the executed Grant Agreement within 90 days of mailing of the Grant Agreement by the CIWMB. Grants for proposed grantees who do not meet these conditions will not be funded. Grantees who do meet these conditions will be issued a NTP upon execution of the Grant Agreement by the grantee and the CIWMB, and the NTP will be dated as of the date of the grant award.
Grantees will have approximately two years to complete their projects and all costs must be incurred and goods and/or services received during the grant term.

Applications must be postmarked by the due dates listed below or hand-delivered and received (see address below) no later than 3:00 p.m. on the following dates:
- Friday, February 1, 2008
- Friday, March 7, 2008
- Friday, May 2, 2008
Faxed or e-mailed applications will not be accepted. Late applications will be returned and will not be considered for grant funding.

Applications sent by U.S. Postal Service or a commercial delivery service should be sent by a means that allows for tracking by the sender and that provides an addressed and dated receipt. Failure to send the application in this manner is at the risk of the applicant and if delivery is delayed or the application is lost by the Post Office or delivery service, the burden is on the applicant to demonstrate timely mailing or delivery of the application.
