Rubberized Asphalt Concrete (RAC) Chip Seal Grant Program

General Information

The CIWMB administers tire grant programs to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. The RAC Chip Seal Grant Program provides assistance to local governments to fund RAC chip seal projects.

Eligibility

Applicants

Cities, counties, and qualifying Indian tribes that fund public works projects located in California are eligible to apply for this grant program.

Applicants may qualify at one of two funding levels:

  • New user (completed two or less RAC chip seal projects).
  • Ongoing user (completed three or more RAC chip seal projects).

Projects

  • Projects must use a minimum area covered of 35,000 square yard of RAC chip seal material.
  • The RAC chip seal material must contain a minimum of 300 pounds (equivalent to 15 percent by weight) of tire-derived crumb rubber per ton of rubberized binder.
  • The RAC chip seal material must be made from 100 percent recycled California waste tires.
  • Projects must be located within California.

Funding

The funding of project(s) is based on a reimbursement rate to offset the cost of using RAC chip seal in lieu of conventional materials.

  • $150,000 maximum available per grant award.
  • 60 percent of the total funding available will be set aside to fund projects from eligible rural entities.

A rural entity is defined as any county, including cities and/or qualifying Indian tribes within the county, with a population of less than 400,000 according to the 2000 U.S. Census.

  • New User
    Grant award is based on a reimbursement rate of $1.00 per square yard of RAC chip seal material used.
    • New user applicants may apply for both new user and ongoing user grants if their proposed project(s) exceed the maximum grant request for new user category; thereby giving applicants that qualify as new users a maximum possible grant award of $300,000.
  • Ongoing User
    Grant award is based on a reimbursement rate of $0.20 per square yard of RAC chip seal material used
