Tire Grants

The California Integrated Waste Management Board (CIWMB) administers tire grant programs to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. The Rubberized Asphalt Concrete Use Grant Program provides assistance to local governments to fund rubberized asphalt concrete (RAC) projects.

Applicant Eligibility

Cities, counties, and qualifying Indian tribes that fund public works projects located in California are eligible to apply for this grant program.

Project Eligibility

Eligible projects must use a minimum of 1,250 tons of RAC and may use unlimited amounts of RAC. The project must consist of 20 pounds or more of crumb rubber per ton of asphalt, made from 100 percent California waste tires. Each applicant or jurisdiction may submit one or more applications for more than one project for this grant program.

Funding Available

  • $3,020,583 for fiscal year (FY) 2007/08.
  • Maximum available per jurisdiction is $250,000.
  • Award is based on a reimbursement rate of $5 per ton of RAC used.
  • Ten (10) percent of the allocation will be set aside to fund rural entities.

Grant Term

As much as 2 1/2 years depending upon application submittal date. The grant term is from the Notice to Proceed date through April 2, 2010.

Application Deadline and Submittal

Applications must be postmarked or hand delivered and received at the Cal/EPA Headquarters Building no later than 3:00 p.m. on September 28, 2007, or January 11, 2008, or March 7, 2008, or May 2, 2008. Faxed or e-mailed applications will not be accepted. Applications sent by U.S. Postal Service or a commercial delivery service should be sent by a means that permits tracking by the sender and that provides an addressed and dated receipt. Failure to do so is at the risk of the applicant and if delivery is delayed or the application is lost by the Post Office or delivery service, the burden is on the applicant to demonstrate timely mailing or delivery of the application.
