Rubberized Asphalt Concrete Use Grant Program, FY 2006/07 Notice of Funds Available |

This cycle is now closed to applications. The fiscal year 2006/07 grant cycle application deadline was May 4, 2007. The California Integrated Waste Management Board (CIWMB) administers tire grant programs to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. The Rubberized Asphalt Concrete Use Grant Program provides assistance to local governments to fund rubberized asphalt concrete (RAC) projects. Eligible ApplicantsCities, counties, districts and other local government agencies that fund public works projects are eligible to apply for this grant program. Eligible ProjectsEligible projects must use a minimum of 1,250 tons of RAC and may use unlimited amounts of RAC. The project must consist of 20 pounds or more of crumb rubber per ton of asphalt, made from 100 percent California waste tires. Each applicant or jurisdiction may submit one or more applications for more than one project for this grant program. FundingTwo million five hundred thousand dollars ($2,500,000) for FY 2006/2007 will be available for this grant program. Each eligible applicant/jurisdiction may request up to an aggregate of two hundred fifty thousand dollars ($250,000) in grant funding for eligible projects. In addition, ten percent of the funding allocation will be set aside to fund projects from eligible rural entities. For the purposes of this grant program, a rural entity is an entity within a county that has a population of 400,000 or less (according to the 2000 U.S Census). If an insufficient number of applications is received from rural entities for this funding cycle, the remaining set-aside funds will be applied to other eligible applicants. The CIWMB reserves the right to fund individual phases of selected proposed projects and may therefore fund an amount less than requested. Question-and-Answer PeriodTo assist prospective applicants, the CIWMB has established a question-and-answer period for this grant program. Program-specific questions regarding the application must be submitted in writing via e-mail or by letter to the CIWMB no later than January 5, 2007. To allow sufficient time to submit questions, please download the application by December 29, 2006. Details regarding the question-and-answer process will be included with the application package (e.g., posting of answers to submitted questions, etc.). Application DeadlineApplications must be postmarked or hand delivered and received at the Cal/EPA Headquarters Building no later than 3:00 p.m. on January 19, 2007 for Cycle 1, or March 2, 2007 for Cycle 2, or May 4, 2007 for Cycle 3. Faxed or e-mailed applications will not be accepted. Applications sent by U.S. Postal Service or a commercial delivery service should be sent by a means that permits tracking by the sender and that provides an addressed and dated receipt. Failure to do so is at the risk of the applicant and if delivery is delayed or the application is lost by the Post Office or delivery service, the burden is on the applicant to demonstrate timely mailing or delivery of the application.
