Rubberized Asphalt Concrete Grant Program, FY 2004-05 Notice of Funds Available |

This cycle is now closed to applications. The fiscal year 2004-05 grant cycle application deadline was January 28, 2005. Grant award recommendations will be considered by the Board in March 2005 (tentative). The performance period of this grant cycle is from the time the grantee receives notice to proceed through April 1, 2007. The California Integrated Waste Management Board (CIWMB) administers tire grant programs to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. Senate Bill (SB) 1346 (Kuehl, Statutes of 2002, c. 671) added Public Resources Code section 42872.5, which provides for a grant program to assist local governments with Rubberized Asphalt Concrete (RAC) projects. FundingOne million two hundred thousand dollars ($1,200,000) for FY 2004/2005 will be available for this grant program. Eligible applicants may request grant funding from six thousand two hundred fifty dollars ($6,250) up to fifty thousand dollars ($50,000) for eligible projects. A per jurisdiction/entity limit of one hundred and fifty thousand dollars ($150,000) will be in effect for this offering. In addition, ten percent of the funding from this offering will be set aside to fund projects from eligible rural jurisdictions. If an insufficient number of eligible rural jurisdictions seek grant funding for eligible projects in an amount sufficient to award ten percent of available funding to rural jurisdictions, then the remaining funds will be used to fund eligible non-rural applicants. The CIWMB reserves the right to fund individual phases of selected proposed projects and may therefore fund an amount less than requested. The CIWMB will award grants on a competitive basis. Applicant EligibilityCities, counties, districts and other local government agencies that fund public works projects are eligible to apply for this grant program. Eligible ProjectsEligible projects must use a minimum of 2,500 tons of RAC and may use unlimited amounts of RAC, but reimbursement is only available for up to 20,000 tons of RAC. The project must also use twenty (20) pounds or more of crumb rubber made from California waste tires per ton of RAC. Question-and-Answer PeriodTo assist prospective grantees, the CIWMB has established a question-and-answer period for this grant program. Program-specific questions regarding the application must be submitted in writing via e-mail or by letter to the CIWMB by November 5, 2004. If possible, please download the application by October 22, 2004 to allow sufficient time for submitting any questions during the question-and-answer period. Details regarding the question-and-answer process will be included with the application package. (e.g., posting of answers to submitted questions, etc.) Application DeadlineCompleted applications must be received at the CIWMB Sacramento office at the above address by 3:00 PM on Friday, January 28, 2005. Facsimiled or e-mailed applications will not be accepted. Late applications regardless of postmark date will not be considered for grant funding and will be returned. Applications sent by U.S. Postal Service or a commercial delivery service should be sent by a means that permits tracking by the sender and that guarantees delivery on or before the application deadline. Failure to do so is at the applicant’s risk; delayed delivery or loss of an application by the Post Office or a delivery service will not be justification for a late application. |
