Rubberized Asphalt Concrete (RAC) Grants

General Information

The California Integrated Waste Management Board (CIWMB) provides the Rubberized Asphalt Concrete (RAC) Grant Programs to promote markets for recycled-content surfacing products derived from waste tires generated in California and decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires.

Beginning with fiscal year 2008/09, the CIWMB approved a single, consolidated application for use with the following RAC grant programs:

  • Targeted RAC Incentive (TRI).
  • RAC Use.
  • RAC Chip Seal.

Eligibility

Applicant

Eligible applicants include cities, counties, and qualifying Indian tribes that fund public works projects located in California.

Project

One hundred percent (100%) California waste tires must be used in the rubber portion of the project(s).

Targeted RAC Incentive Grant Program (Categories 1-3)

  • RAC material must meet American Society for Testing and Materials (ASTM) D 6114-97(2002) "Standard Specification for Asphalt-Rubber Binder."
  • Project(s) must use a minimum of 3,500 tons of RAC.

RAC Use Grant Program (Category 4)

  • Projects must use a minimum of 20 pounds of crumb rubber per ton of hot mix.
  • Project(s) must use at least 1,250 tons of RAC hot mix.

RAC Chip Seal Grant Program (Categories 5-6)

  • RAC chip seal material must contain a minimum of 300 pounds (equivalent to 15 percent by weight) of tire-derived crumb rubber per ton of rubberized binder.
  • Project(s) must use a minimum area of 35,000 square yards of RAC chip seal material.

Funding

  • The maximum grant award per jurisdiction is $250,000 per program, but not more than a total of $500,000 per fiscal year.
  • One or more projects can be combined into a single grant.
  • The funding of project(s) is based on the amount of RAC material used and eligible testing costs.
  • The award amount is based on a particular reimbursement rate depending on the grant program and category.
