The California Integrated Waste Management Board (CIWMB) is authorized to award grants to businesses, individuals, and local agencies for the purpose of diverting waste tires from landfill disposal or illegal stockpiling. This specific grant offering encourages the use of products made from waste tires.

Funding
The CIWMB allocated up to $300,000 for the Tire-Derived, Green Building Product Procurement Grant Program for Fiscal Year (FY) 1999-2000. Eligible applicants may request up to $100,000. The CIWMB will award these grants on a competitive basis. The CIWMB reserves the right to fund individual phases of selected proposals and may choose to fund an amount less than $100,000.

Applicant Eligibility
Grants are available to California State agencies and local governments. Public Resources Code § 30109 defines local governments as any chartered or general law city, chartered or general law county, or any city and county. Only one application may be submitted by a jurisdiction. Commercial businesses and nonprofit groups are not eligible to apply for this grant. The grant period is from June 30, 2000 through April 30, 2002.

Eligible Projects
Eligible projects shall include any project that uses green building products made from waste tires generated in the State of California.

Ineligible Projects
Projects or products that use tire rubber produced outside the State of California.

Matching Fund Requirement
All applicants are required to provide as a minimum, matching funds equal to the amount of the grant award (i.e., dollar for dollar for match and grant funding). Administrative in-kind services are not eligible for fulfillment of the matching fund requirement.

Details about the question-and-answer period will be included with the application package. See questions and answers.

Application Deadline
Complete applications must be received or postmarked by 3:00 p.m. on Friday, April 14, 2000 in the CIWMB’s office. No faxes or applications submitted using e-mail are allowed. Late applications will be returned to the applicant and will not be considered for grant funding.
