Tire-Derived Product Grant Program

General Information

The California Integrated Waste Management Board (CIWMB) offers the Tire-Derived Product (TDP) Grant Program to promote markets for recycled-content products derived from waste tires generated in California and decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires.

Eligibility

Applicant Eligibility

Only one application per qualifying entity will be accepted. An application may include multiple TDP products/projects.

Public entities: California cities, counties, public colleges, public universities, school districts, qualifying California Indian tribes, park districts, special districts, and public recreational facilities, fire departments, and police departments.

Private schools: low-income (defined as qualified for the National School Lunch Program), non-profit private schools listed on the California Department of Education Private School Affidavit List; includes kindergarten through twelfth grade (K-12).

Community Housing Development Organizations (CHDO): low-income housing organizations, certified as CHDOs by the California Department of Housing and Community Development (HCD).

Products/Project(s) Eligibility

  • Products must be made from 100 percent recycled California waste tires.
  • Tire buffings may be used in the project, but will not be reimbursed by CIWMB under this grant program.
  • Project(s) must divert a minimum of 2,500 California tires per proposed tire-derived project(s). Multiple products/projects may be combined to achieve a combined minimum of 2,500 California tires diverted.
  • Project(s) must be "new," that is, never having received CIWMB grant funds.
  • Projects generally fall into one of three categories:
  1. Agricultural/landscape;
  2. Recreational; or
  3. Transportation.

Funding

  • Approximately $2.4 million per year, although this can vary by cycle.
  • $100,000 maximum available per grant award.
  • Grant cost calculation is limited to material costs--installation, equipment cost, and tire buffings are not allowed grant costs.
  • Grant reimbursement is actual cost per Passenger Tire Equivalent (PTE) up to a maximum of $5 per PTE.
    * Passenger Tire Equivalent (PTE): If a TDP contains less than 30 percent (by weight) of the original fiber and steel that was in the whole tire, then use 12 pounds to calculate the number of PTEs. If a TDP contains 30 percent or more (by weight) of the original fiber and steel that was in the whole tire, then use 20 pounds to calculate the number of PTEs.

Information for fiscal year (FY) 2008/09 is anticipated to be available in fall 2008.

Past Cycles

Prior grant programs were focused either on playgrounds, track/recreational surfacing, or green building paving or surfacing.
