Waste Tire Playground Cover Grant Program

Notice of Funding Availability, FY 2003-2004

The California Integrated Waste Management Board (CIWMB) receives an annual appropriation from the California Tire Recycling Management Fund to administer the California Tire Recycling Act (Act), (Statutes of 1989, Chapter 974) Public Resources Code section 42860 et. seq. As part of the Act, CIWMB is offering the Waste Tire Playground Cover Grant Program to encourage the reduction of landfill disposal and stockpiling of California waste tires. CIWMB will award grants on a competitive basis.

Funding

Eight hundred thousand dollars ($800,000) will be available to fund the fiscal year 2003-2004 Waste Tire Playground Cover Grant Program. Award of the fiscal year 2003-2004 Waste Tire Playground Cover grants is contingent upon and subject to the availability of funds. Grant funding shall not exceed twenty-five thousand dollars ($25,000) for any jurisdiction. CIWMB reserves the right to fund individual phases of selected proposals and may, therefore, fund an amount less than requested.

Match

The match requirement is fifty percent (50%) of the grant amount requested. The matching requirement may be reduced to twenty-five percent (25%) of the grant award requested, upon a finding by CIWMB that the fifty (50%) match requirement would impose an extreme financial hardship on the applicant applying for the grant. The match requirement may be met by including costs related to refurbishing or purchasing playground equipment, preparation of the playground facility, installation, public education, surfacing materials, and signage.

Applicant Eligibility

Public entities that operate and manage a public playground in California can apply (i.e., cities, counties, a city and county, colleges, universities, school districts, qualifying California Indian tribes, park districts, special districts, and public recreational facilities). Only one application per jurisdiction will be accepted for this grant cycle.

Each Applicant Must:

  • Agree to use rubberized surfacing materials made from 100 percent California waste tires.
  • Include public outreach information and a permanent sign designating CIWMB as a contributor toward the project.
  • Verify that the facility is open to the public during normal recreational hours.
  • Demonstrate its ability to provide a match of at least fifty percent (50%) match [or twenty-five percent (25%) if qualified for extreme financial hardship] of the grant award request, through public funds, private funds and/or in-kind contributions.
  • Provide certification that the applicant has or will comply with all applicable state, federal, and local laws, ordinances, regulations, license and permit requirements necessary for the proper performance of this grant.
  • Certify compliance with the principals of Environmental Justice.

Ineligible Projects

Projects that use tire rubber produced from non-California waste tires are not eligible for grant funding. Private playgrounds are not eligible for grant funding.

Question-and-Answer Period

To assist prospective grantees, CIWMB has established a question-and-answer Period for competitive grant programs. Since this is a competitive grant program, CIWMB staff cannot provide suggestions or respond to any questions concerning your project. If you have program-specific questions after reviewing the application, please submit them in writing to CIWMB by Friday, May 30, 2003. The results of the question-and-answer period will be compiled and placed on this site. A copy of these results will be mailed to those who request it.

Application Deadline

Completed applications must be postmarked or date-marked by a commercial carrier by Friday, June 27, 2003. Hand-delivered, faxed, or e-mailed applications will not be accepted. Late applications will be returned and will not be considered for grant funding.
