Tire Recycling, Cleanup, and Enforcement Grants

The Board's tire grant programs are designed to encourage activities that promote reducing the number of waste tires going to landfills for disposal and eliminating the stockpiling of waste tires. Activities include tire pile cleanup and enforcement, market development, and demonstration projects. Revenue for the grants is generated from a tire fee on each new tire sold in California.

The Board determines grant program criteria and applicant eligibility. Prior programs have focused on research, business assistance, market development, product procurement, amnesty events, tire pile cleanup, and enforcement. Eligible applicants have included individuals, businesses, local governments, universities, school districts, park districts, and qualified California Indian tribes.

Local Government Waste Tire Cleanup and Amnesty Event Grants
This grant program provides funding to local governments for the cost of cleanup, abatement, or other remedial actions related to the disposal of waste tires collected at cleanup projects and amnesty events.

Rubberized Asphalt Concrete Grant Programs
The Rubberized Asphalt Concrete Grant Programs provide assistance to local governments to fund rubberized asphalt concrete (RAC) projects. Please use the links below for information on the various types of RAC grants that are offered.

• Targeted Rubberized Asphalt Concrete Incentive (TRI) Grants
  The TRI grant program is aimed at first-time or limited users of rubberized asphalt concrete (RAC). This grant program is set up to cover the additional costs of using RAC. The TRI grant award is based on the differential cost of using RAC vs. conventional asphalt concrete, tonnage of RAC used and testing costs associated with constructing the project based on the specific conditions in each jurisdiction.
• Rubberized Asphalt Concrete Use (RAC Use) Grants (SB 369)
  The RAC USE grant program is offered as a funding opportunity pursuant to the requirements of SB 369 (Simitian, Statutes of 2007, Ch. 300). This grant program is aimed at repeat users of RAC. A jurisdiction can apply for multiple projects within a grant cycle and can reapply in subsequent cycles.
• Rubberized Asphalt Concrete Chip Seal Grants
  The RAC Chip Seal Grant Program provides funding for rubberized chip seal projects for road repair and maintenance. The grant program is designed for new users as well as ongoing users of the RAC chip seal. Funding is based on a per square yard "reimbursement rate" for use of the RAC chip seal material. A jurisdiction can apply for multiple projects within a grant cycle and can reapply in subsequent cycles.

Tire-Derived Product (TDP) Grants
This grant program provides funding to certain entities for tire-derived products made from recycled 100 percent California waste tires. Projects generally fall into one of three categories: agricultural/landscape, recreational, or transportation. Application materials for fiscal year (FY) 2008/09 will be tentatively available October 2008.

Tire-Derived Product Business Assistance Program
This program is designed to increase demand for tire-derived products by building the capacity and improving cost efficiencies of tire-derived product businesses. Eligible businesses may apply for assistance to (1) evaluate and improve their business plan and operations, (2) enhance marketing efforts, (3) test and certify new products, and (4) purchase necessary equipment.

Waste Tire Enforcement Grants
This grant program provides funding to solid waste local enforcement agencies and city and county agencies in California for waste tire enforcement activities. Applications for fiscal year (FY) 2008/09 are due on October 31, 2008.
