Notice of Funding Availability, FY 1999-2000 Local Government Waste Tire Cleanup Matching Grants |

Public Resources Code Section 42889(e) authorizes the California Integrated Waste Management Board (CIWMB) to expend funds from the California Tire Recycling Management Fund (Tire Fund) to pay for the cost of cleanup, abatement, or other remedial actions related to the disposal of waste tires. Grant Funding The CIWMB has allocated up to $1,000,000 for the Local Government Waste Tire cleanup Matching Grants in Fiscal Year 1999-2000. The Board anticipates awarding grant funds in February 2000 for applications received by December 31, 1999 and in May 2000 for applications received by March 30, 2000. The CIWMB may, at its sole discretion, fund only certain portions of a grant proposal. CIWMB will award a maximum of $75,000 in matching grant funds to each successful grant applicant. The grant applicant is required to fund up to 25 percent of the cost for the tire cleanup project. Applicant Eligibility Local governments, including fire districts and police departments with "legacy waste tire piles" (an illegal waste tire facility of 5,000 or more tires which is not actively receiving or removing tires from the premises) and waste tire piles exceeding 500 waste tires are eligible for grant funding. Waivers for waste tire sites less than 500 tires can be requested. Eligible Projects Grants will be awarded on a competitive basis for the removal, transportation, disposal, and end use of waste tires from waste tire stockpiles. Cost for specific end-uses will be considered, excluding research costs. The waste tires must be transported to a facility approved by the CIWMB to accept waste tires. A less than 25 percent match by grant applicants may be recommended by CIWMB staff on a case-by-case basis. In-kind services (e.g. labor, use of equipment, and the reduction, waiver or payment of tipping fees) may be proposed in lieu of cash for the match. Projects not eligible for funding include (1) sites where an operating business is actively stockpiling waste tires; (2) waste tire public awareness activities; and (3) tire amnesty days. Application Submittal And Deadline Applicants must submit one original and three copies of the application and proposal to the CIWMB. Applications will be received continuously. Applications received after March 30, 2000 will be considered for the 2000/2001 fiscal year. Approved Resolution An approved resolution from the applicant's governing body authorizing submittal of an application for the Local Government Waste Tire Cleanup Grant must be submitted to the CIWMB as part of the application package.
