Public Resources Code Section 42889(e) authorizes the California Integrated
Waste Management Board (CIWMB) to expend funds from the California Tire
Recycling Management Fund (Tire Fund) to pay for the cost of cleanup, abatement,
or other remedial actions related to the disposal of waste tires.
Grant Funding
The CIWMB will be allocating up to $1,000,000 for the Local Government Waste
Tire Cleanup Grants in fiscal year 2001-2002, subject to the availability of
funds appropriated under the State Budget Act. The Board anticipates awarding
grant funds in July 2001 for applications received by May 31, 2001, in October
2001 for applications received by August 31, 2001, in January 2002 for
applications received by November 30, 2001, and April 2002 for applications
received by February 28, 2002. The CIWMB may at its sole discretion fund only
certain portions of a grant proposal. CIWMB will award a maximum of $50,000 per
site and a maximum of $200,000 per jurisdiction in grant funds to each
successful grant applicant.
Applicant Eligibility
Local governments, including LEAs, county and city departments, fire
districts, code enforcement agencies, and California Native American
organizations with "legacy waste tire piles" (an illegal waste tire
facility of 5,000 or more tires which is not actively receiving or removing
tires from the premises) and waste tire piles exceeding 500 waste tires are
eligible for grant funding. Sites with less than 500 tires will also be
considered.
Eligible Projects
Grants will be awarded on a competitive basis for the removal,
transportation, disposal, and end use of waste tires from waste tire stockpiles.
Costs for specific end-uses will be considered, excluding research costs. The
waste tires must be transported to a facility approved by the CIWMB to accept
waste tires. Projects not eligible for funding include (1) sites where an
operating business is actively stockpiling waste tires; (2) waste tire public
awareness activities; and (3) tire amnesty days.
Application Submittal and Deadline
Applicants must submit one original and two copies of the application
and proposal to the CIWMB. Applications will be received continuously. Applications
received after a deadline will be considered for the next cycle. Jurisdictions
and their subdivisions may submit only one application per fiscal year.
Approved Resolution
An approved resolution from the applicant's governing body authorizing submittal
of an application for the Local Government Waste Tire Cleanup Grant must be
submitted to the CIWMB as part of the application package.
