The following questions were received by the California Integrated Waste
Management Board (CIWMB) program staff in response to the Local Government
Waste Tire Public Education Amnesty Grant Program (Amnesty Day) application.
The questions and answers were also mailed to everyone who requested a copy
by checking the appropriate box on the Notice of Funds Available.
Q1. What do you consider matching funds, in kind, volunteer, or only
dollars?
A1. Matching funds may consist of dollars, staff time or other
non-cash outlay of materials or resources to support a percentage of the
award. Matching funds may include non-cash contributions by other public
agencies and institutions, private organizations, and individuals.
Examples include donated supplies, equipment, professional services and
volunteer time.
Q2. Will a resolution from the governing body of a jurisdiction serve
as a Memorandum of Understanding for Joint Powers applicants?
A2. No. A resolution from the local government body would only be
signed by a representative of the local government body and be binding
upon that body. We require from a Joint Powers applicant a document
signed by representative from each entity that is a member of the Joint
Powers Agency. A Memorandum of Understanding or Joint Powers Agreement
serves this function.
Q3. We are considering using grant funds to establish an "ongoing
amnesty event program" that would allow residents to dispose of their waste
tires at our local garbage companies at their convenience. This means
residents can drop off their waste tires anytime throughout the grant cycle
without being restricted to a specific date or time.
However, per the definitions listed on your website, an amnesty event
is "a special event held by a jurisdiction to collect used and waste tires
from local residents, but not from businesses."
Will our program qualify as described?
A3. No. An Amnesty Day Event allows private citizens to take waste
tires, in non-commercial quantities, to a specific location established
by the local government administering the grant program. Amnesty Day
Events are not intended to be offered more than twice per month per
location. For the purposes of Amnesty Day Events, participants may
request a one-time exemption from the appropriate local enforcement
agency to haul up to 20 waste tires to the event.
Q4. Regarding the TIRE DISPOSITION calculation, how is Reuse and
Recycle defined? Please provide specific examples. In last yearıs
application package, energy recovery and landfill end uses were specifically
listed in addition to Reuse/Recycling.
A4. For the Tire Disposition calculation, Reuse is defined as the use
of a tire more than once in its same form for the same purpose. Tires
that are re-sold or re-capped fall under the Reuse category.
Recycle is defined as waste tires that have been treated or processed
to become suitable for reuse or a new use. Recycled waste tires are
those which have been processed into crumb rubber for use in rubberized
asphalt concrete, molded products, mats, etc.
Points are no longer given for energy recovery under Tire
Disposition. However, end use for tires at landfills, e.g., ADC,
leachate collection, etc., may be justified under the category: "Other
Options."
Q5. Regarding the COST PER TIRE calculation, for
waste tire amnesty programs involving vouchers for free waste tire
collection/recycling, what other program costs should be included in this
calculation in addition to tire handling, transportation and recycling
costs? Should any of the following be included in this calculation:
- Voucher printing costs
- Voucher mailing costs
- Staff costs to take and fulfill requests for vouchers
- Staff costs to track and process redeemed vouchers
A5. According to Program Criterion #10 of the application, entitled
"Cost per tire," "only grant funds expended for amnesty day events
should be included." This includes only the cost for tire collection,
hauling and tipping fees. No additional costs should be included.
In the Grant Application, it states "Amnesty day costs include: Cost
of collection, hauling, and/or tipping fees, plus the matching funds."
However, please delete "plus the matching funds" because it is
contradictory to "only grant funds expended for Amnesty Day Events
should be included."
Q6. In calculating the cost per tire, are amnesty event planning,
oversight And evaluation costs included or just collection and hauling? And
where does one find the Grant Number requested on the Checklist of Business
Permits, Licenses and Filings?
A6. Just grant funds used for tire collection, hauling and tipping
fees are included to calculate the cost per tire. (See above)
The CIWMB will assign a Grant Number to applicants who are awarded a
grant. Unless assigned a number, the "Grant Number" requested on the
Checklist of Business Permits, Licenses and Filings Form can be left
blank.
Q7. When does the CIWMB need to have the jurisdiction's resolution?
Does it need to be received by the CIWMB at the same time as the grant
application?
A7. The CIWMB requires the jurisdiction's resolution by November 19,
2004. Applicants can send their resolution with the application or check
the option that the approved resolution will be received by the CIWMB no
later than November 19, 2004.
Q8. A Lake County resident just inherited property from his
grandfather. The grandson estimates his grandfather used over 2,000 tires
for erosion control along creek banks and hillsides. Would it be appropriate
to use Amnesty Day grant funds to help him to recycle any of these tires?
A8. No. It is not appropriate to use Amnesty Day Grant funds to clean
up this tire pile, because Amnesty Day Grant funds are for local
governments to help residents recycle their own scrap tires. Residents
are limited to a maximum of nine tires per Amnesty Day event, unless
they obtain a special permit from the Local Enforcement Agency for a
one-time exemption from the tire hauler registration requirements, in
which case they may dispose of a maximum of 20 tires at an Amnesty Day
Event.
