Local Government Public Education and Amnesty Day Grant Program Notice of Funding Availability, FY 2003-2004 |

The California Integrated Waste Management Board (CIWMB) receives an annual appropriation from the California Tire Recycling Management Fund to administer the Tire Recycling Act (Brown, Chapter 974, Statutes of 1989) and related legislation. As part of the Act, the CIWMB is offering the Local Government Public Education and Amnesty Day Grant Program to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products FundingIt is anticipated that five hundred thousand dollars ($500,000) will be available for this grant program. Award of the FY 2003/2004 Local Government Public Education and Amnesty Day Grants is contingent upon and subject to the availability of funds appropriated for the grant. A single, eligible jurisdiction may apply for up to twenty thousand dollars ($20,000). Two eligible jurisdictions, under a Joint Power Authority (JPA) agreement or a Memorandum of Understanding (MOU), can apply for up to thirty-five thousand dollars ($35,000); and three jurisdictions, under a JPA agreement or an MOU, can apply for up to fifty thousand dollars ($50,000). CIWMB reserves the right to fund individual phases of selected proposals, and may therefore fund an amount less than the amount requested. CIWMB will award grants on a competitive basis. Matching Fund RequirementNo matching funds are required. Applicant EligibilityCalifornia cities, counties, special districts, joint powers agencies or political subdivisions, and Qualified California Indian tribes are eligible to apply for this grant. One application per jurisdiction will be accepted for this grant cycle. The applicant must provide evidence that it meets all license and permit requirements associated with its grant project. Eligible ProjectsGrant funds are available for jurisdictions to hold Amnesty Day events and to develop an educational component on proper tire disposal and how to properly care for tires. Amnesty events are special events for the public to properly dispose of nuisance tires located on their property. The education component may include brochures, flyers, or other means of sharing waste tire information. Additionally, the education component may include information on recycled-content waste tire products, health and safety, and/or environmental issues of waste tires. Applicants are encouraged to enter into partnerships with local businesses, Local Conservation Corps, or other entities to maximize the scope of the program. Question-and-Answer PeriodTo assist prospective grantees, CIWMB has established a question-and-answer period for this competitive grant program. Upon release of this notice, CIWMB staff may not provide suggestions or respond to any questions concerning your project except as part of the question-and-answer period. If you have program-specific questions after reviewing the application, please submit them in writing to CIWMB by June 20, 2003. The results of the question-and-answer period are compiled and placed on this site. A copy of the questions and answers were mailed to those who requested it. Application DeadlineApplications must be postmarked or date marked by a commercial carrier by Friday, August 8, 2003. Hand-delivered, e-mailed, or faxed applications will not be accepted. Staff strongly recommends that applicants send the application by priority mail or overnight delivery. Late applications will be returned and will not be considered for grant funding. |
