Local Government Waste Tire Public Education & Amnesty Grant Program, FY 2001-2002

Questions and Answers

Potential applicants submitted the following questions on or before the question period deadline on June 29, 2001. Staff sent the questions and answers (Q&A) to everyone who requested a Waste Tire Public Education and Amnesty Grant Program application.

Q. What if two jurisdictions want to team up to share expenses and resources in conducting a waste amnesty day event at various locations. Would the total grant money available is limited to $20k or can the ceiling be increased to $40k in order to maximize limited resources and avoid the duplication of efforts?

A. No. The grant is limited to $20k for each applicant. See page 5: "An eligible applicant may request up to $20,000." The definition of "applicant" in the appendices is "The jurisdiction submitting an application and requesting funds.” Two or more jurisdictions may team up and will qualify as an eligible applicant; however, these jurisdictions must agree on a lead jurisdiction to submit the application and to represent the other jurisdiction(s) as lead administrator for the project. The jurisdictions may pool the matching funds, but may not apply for more than $20k for any one project, as described in an application. Further, these jurisdictions must have in place a Memorandum of Understanding (MOU) or other formal document describing the roles of each jurisdiction in administering the grant and naming one jurisdiction as lead. See page 9 of the "Application Information and Instructions" regarding Cooperative Projects. If the application receives IWMB approval, only one jurisdiction as specified in the MOU or other formal document is the designated jurisdiction to sign the Grant Agreement, maintain project oversight, and submit payment requests and accompanying documentation.

Q. Can jurisdictions come together and ask for more than the $20,000 minimum?

A. No. See answer, above.

Q. I understand that each jurisdiction can apply for up to $20,000, however, if we submit a regional application for 7 cities and the county are we eligible to ask for up to $160,000? (Assuming we can come up with a matching portion from each of the jurisdictions)

A. No. See answer, above.

Q. The tires from our area are transported to a facility where they are sorted for reuse, retreading, and shredding. Shredded tires are used as alternative daily cover, in other applications, or are landfilled. The Tire Disposition section (Criterion #9) in the grant application does not allow for distribution of the end uses of the tires amongst the various categories. How should we handle this situation in the grant application?

A. It depends on the percentage of tires for the various usages.

For example: 50 percent of the waste tires are sorted for reuse or retreading; 25 percent of the waste tires are shredded to use as alternative daily cover (ADC) and the remaining 25 percent of the waste tires are shredded for landfill disposal. The points will be (15*50%) + (3*25%) + (0*25%) = 7.5 + 0.75 + 0 = 8.25.

Note:

  • 15 points for reuse, recycling: 50 percent waste tires reuse the points is 15*50 percent = 7.5
  • 3 points for use at landfill for ADC: 25 percent waste tires for used at landfill, the points is 3*25 percent = 0.75
  • 0 points for landfill disposal with no justification. 25 percent waste tires used at (or disposed of) at the landfill with no justification the point is 0*25 percent = 0

This method is a weighted average method of assigning points. The total amount of points received for the example above would be 8.25. If you use this method, please explain your calculations.

Q. Regarding TIRE DISPOSITION: As the total point value listed is '15' how should we best determine the correct amount of points to assign to this question?

A. See answer, above, if the tires collected during Amnesty Day events have more than one end use. Estimate the percentages of uses and assign points based on a weighted average method. If all the waste tires go for one use only then assign the points in the application, as listed. For example, if, all waste tires collected go to a co-gen plant for energy recovery, then assign 7 points. If all the waste tires go to a landfill or landfills with no justification, then the points received would be zero.

Q. The Environmental Justice section (Criterion #12) in the grant application references "low income and underserved communities." How are these defined?

A. "Underserved area"--low-income and minority populations that have disproportionately high adverse human health and environmental effects." (See Definitions in Appendix D)

Q. ______County is a Regional Agency with a Joint Powers Agreement (JPA).

______County Department of Public Works is the applicant. ______ County Department of Public Works is pursuing a resolution by the County Board of Supervisors authorizing the ______County Department of Public Works to submit the application for Public Education and Amnesty, which will be implemented throughout the Regional Agency (County and six incorporated cities).

In addition to the approved resolution, the application package will contain a copy of the Joint Powers Agreement and a letter from each City Manager/administrator, authorizing ______ County Department of Public Works to act on behalf of that city as the grant applicant and grant administrator.

No other authorizations are being obtained from the cities.

Is this acceptable?

A. Yes, it is acceptable.

Q. How frequently can an amnesty day be held? Can we hold an amnesty day on a monthly basis, or weekly?

A. There is no restriction on the frequency of the project Amnesty Day events. You can hold an amnesty day event annually, semi-annually, quarterly, monthly or even weekly. It depends upon your budget, local needs and availability of staff or volunteers to manage the waste tires.

Q. ______County Department of Public Works has downloaded the application off of the CIWMB web site. Do we submit the downloaded form ‘as is’ (with instructions, points, etc), or do we reformat the application and remove the instructions, points, etc?

A. There are three files on the web page: one for the "Application Information and Instructions," one for the "Grant Application," and one for the "Appendices." You submit the "Grant Application" file only. Do not submit copies of the instructions file or the appendices file. You can either use the downloaded form of the Application "as is" or you may reformat it to allow yourself more space for the answers. Complete your answers under each question, as designed in the application. Do not modify the questions, the headings or instructions above the questions, or the order of the questions. Do not remove the points assigned to each question. These points are in the application not only for your reference, but also to assist the IWMB staff in scoring the applications. In past years, the application design was in narrative format. The application was redesigned this year to ensure that applicants carefully consider each question. Do not write answers in the narrative format that was used in past grant cycles.
